3 MARITIME SITUATIONAL AWARENESS
Process of sharing and fusion of data from various systems and maritime sources (national and international agencies, maritime industry, NGO) to achieve an understanding of the maritime domain.

Djibouti Code of Conduct (DCOC/IMO) EU CMR Programme ( Marsic-Crimario) EUNAVFOR Atalanta and EUCAPNESTOR Contact Group on Piracy off the Coast of Somalia Shade (Shared Awareness and Deconfliction)

5 New maritime Security Challenges
Jeddah amendment to the Djibouti Code of Conduct (10-12 January 2017) Beyond piracy : other illicit activities ( IUU fishing, human and arms trafficking, maritime terrorism,crude oil thief) Develop a sustainable « Blue Economy » : shipping, seafaring, fisheries, tourism Cooperation : information sharing, prosecution of criminal activities, protection of seafarers

6 CRIMARIO A EU project, part of Critical Maritime Routes (CMR) programme (Jan 2015-Dec 2018) designed and funded (5,5 millions Euros) by DG Devco (European Commission) implemented by Expertise France who manage a core team of 5 experts and short term experts Enhancing maritime safety and security in the Indian Ocean by focusing on regional and inter-agency cooperation initiating Maritime information sharing via IORIS platform raising awareness by organising workshops and knowledge sharing Conducting training sessions for capacity building

7 A EU Soft Security Initiative
Core concept : Maritime Domain Awareness Building a global maritime information sharing network Strengthening regional maritime information sharing capacity Stronger maritime governance for maritime info sharing

8 CRIMARIO WORK PLAN/ METHODOLOGY
Building a global information sharing network (interoperability – IORIS web based network) Strengthening the capacity building ( training programme on maritime data processing and analysis, exercises on piracy or oil spill cases, preparation to Cutlass express, dedicated training agenda) Contributing to a stronger maritime governance (SOP, Common methodologies, EWG)

9 PROMOTING MARITIME MULTILATERALISM
Trying to create a Coherent Maritime Regional Community is not enough. The region needs frameworks and forums to facilitate regional cooperation and sub regional cooperation African Union Integrated Maritime Strategy, AIMS IOC IORA and IONS Djibouti, Kenya, Seychelles, Madagascar
