MORE THAN 7 DAYS RECOMMENDED Geographic Distribution provides that an applicant Should Not be Required to wait more than 7 days and Should Not be Required to travel more than 100 NM for a practical test. MUST Maintain Currency and Flight Proficiency IAW 61.56, 61.57, and MUST MAINTAIN Current CFI and Medical (if applicable). How Many of You Are Safety Counselors. General Aviation and Commercial Division, AFS-800, and the Regulatory Support Division, AFS-600, are Responsible for the development of National Policy regarding Examiners and the Overall Supervision and Evaluation of the DPE program. FSDO: DPE Operates Under the Direct Supervision of the Supervising FSDO. The FSDO Issues and Maintains the DPE’s Certificate of Authority and LOA for ALL Aircraft other than NDPE/FEER. PAGE: 1-9

ADMINISTRATOR Empowered by 49 USC § to Delegate Private Persons ANY Function Relating to the Examination, Inspection, and Testing of Airman Applicants, Subject to ANY Regulations, Supervision, and Review which the ADMINISTRATOR May Prescribe. The ADMINISTRATOR May Recind ANY Such Delegation at ANY TIME for ANY Reason Deemed Appropriate. (Adams vs. FAA 8/12/93) The Examiner MUST BE NOTIFIED in Writing of the Reason(s) for ANY Proposed Action. CRIMINAL ACITIVITY 18 USC SECTION 1001 Knowingly and Willfully Falsifies, Conceals, or Covers Up…Makes or Uses Any False Writing or Document…,Shall Be Fined Under This Title or Imprisoned For Not More Than Five Years, or Both. CHAPTER 2 Since most of you are already PE’s we are going to discuss the ADDITION of Designations. ACCOMPLISH INITIAL DESIGNATION

22 GENERAL CRITERIA Not Required To Be U.S. Citizen
Ineligible If Pilot Certificate Revoked Valid Third Class Medical Certificate Serve As A Flight Instructor NOT REQIRED to be U.S. Citizen. GOOD Record as Pilot and CFI Regards to Accidents, Incidents, and Violations. If Cert. Revoked for Falsification or Forgery Candidate is INELIGIBLE. Valid Third Class Medical, Except for Balloons, Gliders, or Simulators Be Serving as a Flight Instructor PAGE: 2-1

23 Examiner Applications
FAA Form Initial Screening and Knowledge Test National Candidate Pool Practical Test Training Examiner Applications – Apply to NEB at AFS-640. The NEB Determines Eligibility and Sends Applicant to take Knowledge Test. (80% Score) Knowledge Test – DO NOT Take Test Until Receiving Letter From NEB on Eligibility. National Candidate Pool – Once Knowledge Test Passed Applicant Placed in Pool for 24 Months. When FSDO Requests DPE They are Given 3 Highest Rated Applicants. Practical Test – MUST PASS Practical Evaluation by an Aviation Safety Inspector Before Initial Designation is Issued. Training – After Appointment DPE has 3 Calendar Months to Successfully Complete Initial Training w/AFS Recurrent Training Every 24 Months Conducted by AFS-640. PAGE: 2-2 & 3

24 LOAs The LOA Limits the Examiner’s Authority to Conduct Tests to EACH Make and Model of Multiengine Airplane, Turbine-Powered Airplane, Vintage Airplanes, and Each FAA-Qualified Flight Simulator in which the Examiner May Conduct Tests. Initial Authorization Requires Successful Demonstration of Competency in EACH Make and Model for Which an LOA Authorization is Sought. Interim Authorization. If a DPE is Qualified and Current in a Specific Make and Model of Aircraft, the FSDO May Issue the DPE an Interim LOA One-Time Test Privileges in that Aircraft. LOA MUST State The Aircraft Make and Model, Restrictions (if any), and Expiration Date. PAGE: 2-12

26 ADDITIONAL DESIGNATIONS
The designating FSDO is authorized to issue additional Designations. The DPE MUST MEET The Appropriate Flight Experience Required for Initial Designation of the Examining Authority Desired. Each Designation Requires a Demonstration of Competency Appropriate to the Aircraft or Simulator and the Designation Sought. PAGE: 2-11

27 Test Criteria for Additional Designations
< 12 months – Testing Not Needed All Required Maneuvers and Procedures From The Appropriate PTS MUST be Tested for an Initial Designation, Testing on the Same Maneuvers and Procedures for an Additional Designation Need Not Be Repeated if the New Designation is to be Added Within 12 Months of the Initial Evaluation. If More than 12 Months have Elapsed Since the Examiner Candidate Was Evaluated for a PE Designation, the DPE MUST Be Tested on ALL Maneuvers and Procedures Appropriate to a CIRE Designation in Order to Qualify for the Additional Designation. > 12 months – MUST Test PAGE: 2-11

29 RENEWAL 2004 An Examiner Designation May Be Renewed Annually if the Continuation of the Designation is Justified in Order to Provide Service to the Public or if the Designation is in the FAA’s Interest. ALL Examiners MUST Apply Annually for Renewal if Renewal is Desired. PAGE: 3-1

MUST Apply For Renewal at Least 60 Days Prior to the Expiration of Current Designation. MUST SUBMIT: 1. Letter From DPE Requesting Renewal and the Designation(s) Requesting to be Renewed. 2. Copy of Current Pilot, Flight Instructor, and Medical Certificate. 3. A Record of the Practical Testing Activity for the Preceding 12 Calendar Months. ALL Examiners Are Required to Have at Least a Third-Class Medical Certificate for Renewal and MUST BE Maintained Throughout the Duration of the Designation. The Exception to this is Balloons, Gliders, and Simulators, which Does Not Require a Medical Certificate. PAGE: 3-1

32 AIRCRAFT AND INSTRUCTOR
CURRENCY AIRCRAFT AND INSTRUCTOR A Flight Instructor Certificate Required for Initial Designation MUST BE CURRENT for Renewal and Kept Current for the Duration of the Designation. DO NOT Try and Backdate Any Paperwork. This is Called FRAUD. ALL Examiners MUST Meet the Requirements of FAR 61.56, 61.57, and 61.58, as Applicable to the Designation. NDPER examiners MUST Meet the Requirements of in at Least One Vintage Airplane for Renewal of All Vintage Airplanes Authorized. CFI PAGE: 3-1

ALL Examiners With Airmen Certification Authority MUST ATTEND the Annual Examiner Meeting Held by the Supervising FSDO in Order to Renew Their Designations. Most FSDO’s Have Their Annual Meeting the Same Time AFS-640 has Recurrent Training Seminar. Meeting is in Addition to and May Not Be Used in Lieu the Biennial Recurrent Pilot Examiner Standardization Seminar. PAGE: 3-1

NDPER’s MUST Meet Same Renewal Requirements. One Recurrent Seminar Meets the Requirements for ALL Designations and Authorizations. CERTIFICATION ACITVITY: Specific Amounts of Certificate Activity ARE REQUIRED to Show Need for Renewal REISSUANCE LOA: Valid ONLY as Long as the Certificate of Authority is Current. Expires Same Date as Certificate of Authority. Is reissued when DPE Designation is Renewed. PRACTICAL TEST: DPE MUST Demonstrate Knowledge and Skill Appropriate to the Designations and Authorization by Completion of Annual Practical Test. PAGE: 3-1 & 2

C. COURSE FAILURE D. SECOND COURSE FAILURE ANNIVERY MONTH: You May Complete Recurrent Course 3 Months Before or After the Anniversary Month. When You Wait Until After, Your Testing Privileges are SUSPENDED Until You Satisfactorily Complete the Recurrent Course. LATE ARRIVAL: If Less Than 1 Hour Late and a GOOD Excuse, The Course Manager MAY Allow You to Make Up the Missed Instruction Outside the Normal Class. SEMINAR FAILURE: FAILURE – Authorization MUST BE SUSPENDED. The FSDO Manager May Permit the DPE to Attend Another DPE Seminar Within 3 Months. NO Testing Till Seminar Satisfactorily Completed. SECOND FAILURE: TERMINATION of DPE Authority and Elimination from Reinstatement for at Least 12 Calendar-Months Thereafter. PAGE: 3-2

5 MULTIENGINE RATING TESTS IN EACH MAKE AND MODEL C. VINTAGE AIRPLANE NO SPECIFIC AMOUNT OF ANNUAL ACTIVITY IN ANY OR ALL OF THE TYPES OF VINTAGE AIRPLANES FOR NDPER/FEER AUTHORIZATIONS. (AFS-800) MULTIENGINE AIRPLANE: Conducted 5 Multiengine Rating Tests in EACH Make and Model of Airplane Authorized During Previous Year. VINTAGE AIRPLANES: NO Specific Amount of Annual Activity is Required for Renewal of ALL of the Vintage Airplane LOA’s. This Provision Applies ONLY TO NDPE/FEER Authorizations. Renewal Discretion and Approval is Handled at FAA Great Lakes Region Flight Standards Division, Technical Programs Branch, AGL-230. PAGE: 3-2

38 LETTERS OF AUTHORIZATION
LOA LOA REISSUANCE OF LOA’s. DPE’s Authorized to Conduct Practical Tests in Multiengine Airplanes, Vintage Airplanes, Helicopters, Turbine-Powered Airplanes, Large Aircraft, and FAA-Approved Flight Simulators are Reissued an LOA Listing Each Make and Model. LOA’s MUST Be Renewed Annually by Demonstration of Competency in at Least One Make and Model of Aircraft (or simulator) in which the DPE Conducts Tests. (NEW) (OLD) REISSUANCE PAGE: 3-3

MUST Test Annually w/ASI Three months Prior To Expiration Month Renewal MUST Consist of One of Three Testing Methods: Actual Practical Test Observed By ASI (PREFERRED METHOD) This Would Negate PIC Comp. Renewal. ASI to Play the Role of Applicant – This Would Negate PIC Comp. Renewal. PIC Competency Renewal at Discretion of Supervising FSDO. Must Complete 3 Months Before Expiration Month. 12. PRACTICAL TEST DISCONTINUANCE. Environmental, Mechanical, or Personal Situations Can Occur Which Could Cause the Test to be Discontinued. A. Incomplete Practical Test On Day of Test, if Extenuating Circumstances Occur, the Examiner May Elect, With the Applicant’s Concurrence, to Begin the Test Anyway With the Intention of Completing the Test at a Later Date. However, When the Test is Discontinued, the Applicant MUST BE ISSUUED a Letter of Discontinuance. B. Letter of Discontinuance If Test is Discontinued the FAA Form and the Knowledge Test Report Should be Returned to the Applicant. 60 Days of Original Date Applicant May Use Letter. Letter MUST BE Included in Applicants File. More Than 60 Days Have Elapsed – MUST TEST the Applicant on ALL Areas of Operation. Examiner MUST Conduct: 14. PRACTICAL TEST BRIEFINGS The Examiner MUST Conduct a Pretest, Preflight and Post-flight Briefing IAW the Examiner Test Guide (Figure 5-1). These Briefings MUST BE Accomplished Regardless of the Experience and Abilities of the Participants. The Preflight briefing MUST Include a discussion of the methods to be used for simulated engine failure if a Multiengine Aircraft is to be Used for the Test. The Manufacturer’s Recommendations MUST BE Discussed and Used. 14. A. Pilot-in-Command During the Preflight Briefing, the Examiner MUST ENSURE That the Applicant Understands That He or She Will be Evaluated on His or Her Ability to Exercise PIC Authority. 16. RETEST IN EVENT OF FAILURE An Applicant Who Fails a Practical Test MAY APPLY for Retesting After Receiving the Necessary Training From an Authorized Instructor. Applicant MUST PRESENT a Logbook or Training Record Endorsement by an Authorized Instructor Who Has Given the Applicant the Necessary Additional Training. On FAA Form , the Authorized Instructor MUST Legibly Complete the Instructor’s Recommendation Block Indicating that the Applicant is Proficient to Pass the Test. ACCIDENTS AND INCIDENTS DURING PRACTICAL TESTS If an Accident or Incident Occurs During a Practical Test, the Examiner Should Ensure that the PIC Follows the Prescribed Procedures for Reporting the Occurrence. The Safeguarding of Lives and Property is the Highest Priority. As Soon as Possible, the Examiner MUST NOTIFY the Supervising FSDO of the Accident or Incident. PAGE: 5-9
