Our Emergency Response Role
In November 2016, Governor Inslee directed state agencies to address: Five recommendations from the 2012 Resilient WA Report. Two directives from the Cascadia Rising After Action Report. Washington Emergency Management Division will add four infrastructure lifeline appendices to the Comprehensive Emergency Management Plan (CEMP): Energy Transportation Communication Water/wastewater

Developing a decision matrix now can significantly help in responding to this disaster later. Subsequent steps include identifying key infrastructure/critical resource priorities. Process that requires coordination between energy, communication, transportation, and water/wastewater.

Survivability from an earthquake. Cost/benefit analysis to evaluate priorities for response (e.g. a small water system serving two functional hospitals versus a large water system serving five nonfunctional hospitals). Staging areas for rescue crews operating in disaster area Triage locations for medical evacuations Access by repair crews Prioritize energy needs. Refineries Water systems needing priority restorations of power

Identify which following areas are expected to survive or can utilize expedited repair: Roads Water systems Portions of power Identify which water infrastructures utilizes bridges, elevated roads, etc. Establish effective communication with water systems and emergency responders.
