How Do Hurricanes Form? Fun Fact : Only tropical cyclones that form over the Atlantic Ocean or eastern Pacific Ocean are called hurricanes. Hurricanes form off of warm, moist air which is why they only form near the equator. The warm moist air moves upward from the ocean causing an area of low pressure below. As the warm moist air works its way up it begins to cool off forming clouds. As it collects energy and starts to move faster it begins to form an eye in the center. The eye is very calm contains low pressure which sucks air back in the eye. Hurricanes that form north of the equator rotate counter clock wise and hurricanes that from south of the equator rotate clockwise based on the earths axis.
