2 DEFINITIONS OF INSTITUTIONAL POINT OF VIEW
The labour market is an aggregation of norms, principles, institutions and organizations that determine the behavior of providers of labour services and seeking labour services; The infrastructure of the labour market includes all institutions and organizations at national, regional and local level that are necessary for its functioning.

3 STATE AUTHORITIES DOING POLICEIS IN THE LABOUR MARKET
Council of Ministers (The Government)  defines the policies Minister of Labour and Social Policy  develops, coordinates and conducts the policy National Council for Promotion of Employment to the Minister of Labour and Social Policy (NCPE)  gives an opinion on employment policy; gives proposals and consultations for regulations; National Council on Working Conditions  analyzes the state of working conditions and propose measures for improvement; coordinates the activities of the authorities that control the working conditions.

4 AUTHORITIES, IMPLEMENTING EMPLOYMENT POLICY
Employment agency (EA) to the Minister of Labour and Social Policy (created in ) Functions of EA: Implementation of the policy of employment promotions; Protection of the Labour market; Vocational guidance; Lifelong learning; Intermediary employment services. Executive Agency “General Labour Inspectorate” (EA “GLI”) The Agency implemented integrated control of heath and safety at work and also the observance of labour and social security legislation.

5 REGIONAL AUTHORITIES IN THE LABOUR MARKET
Employment committees at the District development councils In their activities they follow the district development plans. Directorates "Regional Employment Service“ as a structure of employment agency Employment structures at the Municipal level - Directorate “Labour Office”; - Cooperation Council.

6 Adequacy of the institutional framework of the labour market
Q: What should be adequate institutional framework at the labour market? A: It must be adequate to the functions which the system performs. The infrastructure of the institutional framework of the labour market was created about 3 years before the signing of the accession treaty and about 5 years before the actual accession to the EU

7 SOME CONCLUSIONS The process of building the institutions of labour market ended before the accession of Bulgaria. In the period between the two dates, the signing of the accession treaty and the actual accession, the system was developed to meet the commitments in the contract. Transition was made from passive to active measures of the labour market – from giving benefits to unemployment people to provide services in the labour market. Employment plan is created each year, financed by state budget. There is a process of enrichment of active measures of the labour market after the accession. The majority of the active measures of the labor market are financed mainly from EU funds.
