Status 1 Jan 2012 following major software update to v
Status 1 Jan 2012 following major software update to v. 4 late December 2011 New layout (to reflect ECO web style) Enhanced term selection: two ways of selecting allocation and application terms (hierarchical/layer term selection , i.e. search directly on Layer 1,2 or 3 terms, or ‘flat list’) New section/page: ‘Spectrum inventory’, with non-regulatory information (ECC/ECO initiative; outside the scope of EC Decision on EFIS) with non-regulatory information: ‘ETSI Srdoc’ information, requested by ETSI ERM chair to be made available in ECA/EFIS (ECO uploads SRdoc information when the documents become available to ECC fora) ‘ECC-ECO’ section contains all spectrum relevant ECC/ERC Reports , CEPT Reports, ECO Reports, but also questionnaire results etc. ‘EU’; relevant EU documents are uploaded by ECO ‘National’ (for docs on spectrum evolution), uploaded by national administrations Third parties Other new – regulatory - document types: ‘EC Decisions’, linked to ECA, uploaded by ECO ‘RIS Models’ , linked to ECA, uploaded by ECO ‘Licensing info’: for national administrations to upload general info on licence-exempt rulings or general licensing documents (e.g. PMR/PAMR)

Improved export of data from EFIS - all data can be exported in table (csv format) ECC/ERC Decision/Recommendations shown in EFIS include link to European map showing implementation of the Decs/Recs Tooltips (currently for main menu items; will be expanded in the near future) Grouped document display (each doc appearing only once, related info displayed next to doc) + document comments European Common allocations for frequency range of any document linked to ECA displayable via click on icon Google translate functionality

Improved edit features for administrations: Document ‘copy’ feature on inserting new or editing existing doc for insertion of more frequency bands and applications Improved XML upload error messages Footnote upload XML Choice of hierarchical or alphabetical application term list (‘flat list’) throughout the system (in addition to the ‘layer’ selection option) ECA applications search for frequency range of ETSI Srdocs and ETSI Draft SRdocs Third party’ documents (proposed by ECC/ECO MoU or LoU partner, uploaded by ECO): Documentation from ETSI, CRAF, UIC, EBU and ITU Broadcast Web already available; ECO continues to add info from ‘third parties’ Various layout improvements, incl menu bar layout and use of icons for some data items

Latest software version (v ) implemented 3 August This version includes the following features: For administrations: Graphical user interfaces for maintaining footnotes Graphical user interfaces for inserting footnotes for national tables (incl the possibility for administrations to copy and insert as relevant ECA footnotes into their table) New ‘validity’ field for documents; expiry field is now optional Improved error messaging for create/edit/upload documents Document type selection: possible to select ‘regulatory’ or ‘spectrum inventory’ type documents ”Categories” – application terms (‘subset’ of the full EFIS application list and mapped to EFIS application terms) have been implemented for the ‘spectrum inventory’ section, i.e. for information under spectrum inventory document types (EFIS will use both existing application terms and spectrum inventory categories, the choice of term is optional.)

New fields introduced in right of use module: Duplex: downlink, uplink, and free text field ‘Technology in use’ New ‘validity date’ field for documents: displayed in column “Status” via icons, with date shown on mouseover; examples: Comments for documents are displayed via icon – comment text is shown by click on icon; example: Icons are widely used to avoid displays getting too big and to make layout tidier

EFIS enhancements – planned/under consideration
A concept for collecting information by electronic questionnaires is being developed in ECO and will be distributed for information/discussion to EFIS ‘development reflector’ group shortly Spectrum inventory categories as well as EFIS application terms which are mapped will be used when importing and exporting the data collected to/from EFIS Goto-meetings between ECO and ETSI, EBU and ITU are planned to discuss, among other things, ‘Third party’ documentation A report generation feature is being developed for EFIS

General overview The ECA (European Common Allocations) table is fully merged into EFIS EFIS contains the ECA table, an ITU table and 42 national tables Macedonia FYROM has recently uploaded frequency allocations and applications Albania and Georgia have published frequency allocations Three of the countries in EFIS currently have links to NTFAs on national websites, but are expected to upload data before long Russia is expected to upload its NTFA data to EFIS some time in the autumn ECO is in regular contact with Belarus and the Ukraine Some general EFIS statistics (as of 3 August 2012): Frequency allocations 55,285 Frequency applications 43,401 Frequency tables (active users) 45 Radio interfaces 10,375 Related documents 7,966 Related document types 15 Radio Interface Notes 354,823

New ECC Report 180 Guidance to national administrations on the interpretation and practical approach to the requirements of the ECC/DEC/(01)03 on EFIS is provided in a new ECC Report. The report, ECC Report 180, has been under discussion for some time in the EFIS/MG and the final draft was submitted to the WGFM meeting in April. WGFM endorsed the Report which was subsequently submitted for public consultation from 14 May 2012 until 25 June 2012. The Report will be discussed at the 30th meeting of the EFIS/MG (6-7 Sep, Mainz) it is available in the meeting doc folder on the website (incl. ECO summary of the comments received during public consultation) The Report will be submitted for final approval to WGFM at its meeting in September.
