The incident occurred on October 29 on Air Canada flight AC018 to Vancouver originating in Hong Kong. Because of Privacy Act regulations would not discuss when or why the man put on the disguise or details about how he boarded the plane. But the alert indicated that the suspect boarded the plane with a board pass belonging to another passenger. An 83-year-old man cast his ballot from a stretcher after persuading an ambulance crew taking him home from the hospital to detour to his local polling station. The retired doctor Charles Gorby, from Havertown, Pennsylvania, said he has never missed an election since he returned from World War II.
