Midland DHBs Board Development
Midland Regional Collaboration Manual Regional Governance Helen Mason Presenters: Hannes Schoeman – GM HR Lakes DHB Ruth Ross – regional director of workforce development (until end Dec 2017) Dave Wood – BOP DHB Anne Welsh – Waikato DHB All DHBs spend between 67 and 70 % of revenue on workforce. Changing demographics of communities – increasing numbers of elderly – people living longer and with increasing disease burden coupled with changing expectations of the younger members of the health workforce means that we need to do things differently. Working regionally allows for economies of scale, and sharing of information and ideas. Todays presentation overviews three initiatives – healthy workplaces, leadership development, and shared technology to support recruitment workflow – working regionally, and national workforce development activity. There is an overview of the upcoming industrial relations scene, a reminder about board members health and safety responsibilities. Working with data rather than on it is a new phenomenon. Some available data is presented. After that we will pull out our magic wands and identify what we would change if we could. There are notes that accompany this presentation. They contain the detail that underpins the presentation.

Purpose The purpose is to facilitate greater levels of regional co-operation and integration across the Midland DHBs and regional health system Midland collaboration can mean a number of DHBs working together virtually across Midland on a particular function, service or programme of work. Midland collaboration may also mean either clinical or non-clinical service provision between two or more DHBs Hannes Here is an overview of what we will cover today. The detail of what is being discussed is included in the hand out. If we run out of time we will shorten the data section as you have this material. First up is Dave Wood.

Decision making principles
Any significant decision taken shall: Require the agreement of all Midland DHBs, but it is not necessary that all Midland DHBs will be involved in the implementation of the decision Be approved through appropriate approval processes in each DHB Provide that no DHB shall opt out of their commitments around decisions that they have agreed to subject to the written agreement to review or reverse a regional group decision. Hannes Dave Wood from Bay of Plenty DHB he is the Senior Health Improvement Advisor in the Workplaces Team – will provide an overview of the WorkWell programme which is about improving the health of the workplace. It is part of a package that a number of Midland DHBs have been implementing which includes a wide variety of healthy workplace interventions and a very good auditing tool. It is of note that the ministry is funding research into fatigue management.

Decision making criteria
It makes the service more sustainable by improving any or all of Effectiveness (providing the right services at the right time) Efficiency (providing services the right way, to spend the health dollar once) Economy (input costs lower now or in the future) It reduces service risk, particularly around vulnerable services Dave

It improves health outcomes, including equity of access and equity of outcomes across the region It is aligned to national expectations There is an opportunity for local say on clinical services (ie. localisation) It builds clinical capability It reduces duplication in clinical and non-clinical services It aligns with regional services (clinical and non-clinical) plans It acknowledges that all other things being equal that the provision of clinical and non-clinical services be located as close to the patient (virtual or otherwise) as may be reasonable given the application of the criteria above. This supports patients and their family and whanau to have an optimal experience with the NZ public health system. Dave
