8 Federalists 1. Favored a strong federal government

9 Federalists 2. Believed the Constitution gave government “implied” powers 3. These implied powers are not enumerated, or listed clearly in the Constitution

10 Federalists 4. Federalists believed the enumerated powers imply the power to do other things

11 Federalists 5. They believed Congress could make all laws “necessary and proper” to carry out its enumerated powers

12 Democratic - Republicans
1. Believed in a strict reading of the Constitution

2. Rejected the federalist idea of implied powers

3. They believed congressional powers were limited to what is absolutely necessary to carry out the enumerated powers

16 Federalists Alexander Hamilton believed that because of the “necessary and proper” clause, he had the power to create a national bank

Thomas Jefferson disagreed with Hamilton, and did not believe he had the right to set up a national bank

19 Federalists 1. Supported representative government, in which elected officials ruled in the people’s name

20 Federalists 2. They did not believe it was wise to let the public become too involved in politics

21 Federalists 3. Federalists thought that educated, wealthier men should hold public office

1. Republicans feared a strong central government controlled by only a few people

2. They believed that democracy and liberty would be safe only if ordinary people took part fully in government

28 Wrap Up How did Federalists believe government should be run? What are “implied” powers?” How did Republicans believe government should be run? How did they feel about “Implied powers?” Which political party favored a national bank? Why did they believe they had the right to create one? Which political party feared the judgment of the people? Which side felt that government depended on the people for our continued freedom?
