1. Legal level analysis
Chinese Constitution, Labor Law, Labor Union Law and Company Law protect the rights of Chinese workers to organize and join the union and stipulate the legal responsibilities for the actions which is against the workers' joining in and organizing the Union.

By the end of September 2011, there were 2.32 million grass-root trade union organizations in China, million in enterprises, accounting for 73.5%, an increase of 274,000 over last year.

The total number of trade union members was million, an increase of 18.9 million over last year, increase by 7.9%. The national rate of joining in the Trade union was 80.6%.

6. Target Group
At present, Trade union establishment rate of enterprises is 67.58%, 32.42% companies have not trade unions, 19.4% workers are not unionized,these workers are mainly in private enterprises and foreign owned companies .It is still the top work to promote to establish the trade union in private enterprises and foreign owned companies.

7. Target Group
Example: Wal-Mart Stores, Inc. and other Fortune 500 companies establish trade unions In China. July 29, 2006, after the establishment of China's first trade union - Shenzhen International Trust Investment Department Store Co, Ltd. Jinjiang shop trade union, Wal-Mart grass-roots trade unions have been established in China in succession. June 25, 2012, Wal-Mart Stores (Zhejiang) Co., Ltd. qianwang street branch has established, all 248 workers joined trade unions.

8. OBJECTIVES
1. More than 620,000 trade union organizations will increase in enterprises in 2013, the ratio will be more than 90%.
2.Enterprise trade union members will increase more than 10 million people in 2013, the rate of joining in the trade union will be more than 90%.

9. ACTIVITIES TO ACHIEVE THE OBJECTIVE
1. To play the political advantage of the Chinese Trade Unions fully,and to promote enterprise synchronization to establish Party organizations and trade unions.
2. Multinational enterprise in China build trade unions which will focus on the headquarters. while union corporate establish trade units it will promote the branch companes in the field to build union. To breakthrough large private enterprises to build trade union,and to promote small private enterprises build it.

10. ACTIVITIES TO ACHIEVE THE OBJECTIVE
3. To strengthen the federation construction of regional and grass-roots trade unions.
4. To insist on perfecting tax collection system and establishing unions reserve system , and promoting enterprises to support building unions.
5.To hold the training courses for the backbone of building trade unions and train the key personnel of trade unions.
