Operations Design & reforms of SP schemes Costing, fiscal space, impact Policy design, institutional, actuarial and legal studies Scenarios 1, 2, 3 … Tripartite/national endorsement National law adopted and enacted Improvement of operations Analysis of operations leading to recommendations (adminsitrative governance, financial governance) Pilot test / roll out of the recommendations; amendment of the law 18 months 24 months 36 months

Split in 4 groups: Group No. 1 – Policy design Group No. 2 – Financing Group No. 3 – National social protection strategy Group No. 4 – Governance, monitoring, evaluation Instructions: Read carefully R202 Identify the main provisions Complete the 1st column of the matrix Express your point of view (e.g. on the applicability of the provisions in your country context) in the 2nd column.

Understanding R202 (trade-offs)
Governments, workers and employers have expressed their position on the SPF and the SPF Recommendation on several occasions At the recurrent discussion, ILC June 2011 Questionnaire on possible Recommendation At the ILC in June 2012 (adoption) We have prepared a table that includes some of Governments’, Workers’ and Employers’ quotes during these meetings.

Exercise 2: trade-offs and role of employers
Split in 4 groups: Group No. 1 – Orange Group No. 2 – Green Group No. 3 – Red Group No. 4 – Blue Instructions: Please read the attached table (Group 1 only “G1” provisions, Group 2 only “G2” provisions, etc.) Compare the positions to the final provisions of R202 Identify the main trade-offs that were made during the process and discussions Share key findings with the rest of the class Answer the question: How can employers contribute to the development of SPFs?
