Equal conditions of access to educaton
Chapter 26: Education and Culture Equal conditions of access to educaton Legal framework Elementary education is compulsory and free of charge - for all children aged six to 15 years. Foreign nationals with permanent residence or temporary residents may educate as Montenegrin citizens and they are equal in the exercise of the right to education with the citizens of Montenegro. Regular secondary school student does not pay tuition, foreign citizen may be admitted to school in accordance with international standards. Chapter 26: Education and Culture Measures have been taken (1) "Book of Changes" (2001): to create conditions that will consider every child needs; beside contents included in the regular curricula - 20% of the open-content for the classes for each subject. The Strategy of development of primary education - individualized and differentiated approach. Chapter 26: Education and Culture Measures have been taken (2) Additional and supplementary classes; Foreign languages: English (from the 1st elementary school grade), Italian, French, German, Spanish and Russian (communication, literature, culture...); The study of other languages - in accordance with the expressed wishes of students and their parents. Teachers - required realizing two more hours of direct work with students. Recommendations Achieve integration and educational goals: Ensure promotion of the teaching of the mother tongue and culture of the country of origin of the migrant workers children trhough the application of: Two hours of direct work with those children; Individualized, additional, supplementary classes; Open-content for the classes for each subject. Non discrimination (1) Higher Education: available to all;
Chapter 26: Education and Culture Non discrimination (1) Higher Education: available to all; prohibits discrimination on the basis of: gender, race, marital status, color, language, religion, political or other opinion, national, ethnic or other origin, a national community, property status, disability, or other similar grounds, position or circumstances. Foreign nationals are eligible for admission to degree programs in the Public Instituions of Higher Education in Montenegro under the same conditions as Montenegrin citizens who pay tuition. Non discrimination Mobility programs.
Chapter 26: Education and Culture Non discrimination Mobility programs. Right on the recognition of qualification documents and equalization. A person whom foreign qualifications are recognized have the right to exercise a regulated profession under the same conditions as Montenegrin citizen. In recognition procedure - foreign certificate on formal education (from EU) for the performing of regulated profession is recognized automatically as qualification acquired in Montenegro. Chapter 26: Education and Culture Measures have been taken (1) The Government provides financial support for students both in public and private Institutions of Higher Education in paying tuition and other fees - graduate, master and PhD level. A Student has the right to: accommodation and food in the dormitory; Student scholarship; scholarships for the best students; participation in transport costs in urban and intercity traffic; professional development; health care. Chapter 26: Education and Culture Measures have been taken (2) Students’ halls are in Podgorica, Nikšić, Kotor and Cetinje, i.e. in towns where there are faculties or complexes of faculties. Food and accommodation prices are affordable and they do not exceed 30 euros per month.
