UN staff rosters – days to secure someone from rosters. Losing mission has to agree and then there is some admin to do. External staff on roster will take 120+ days?
External temporary – Hiring an external for 3-6 months takes a short competition; use for senior planners, etc. Advertising a TJO ? Can use UNHQ EO, FPD/RRS, mission.
