objectives of the Training
For Regulators and Air Navigation Service Providers 1) To understand the importance and need of familiarization training for air traffic controllers (ATC) on PBN operations prior to the implementation; 2) To acquire knowledge & skill to develop plans and materials necessary for ATC training on PBN, and to conduct trainings properly as planned. Technology transfer was satisfactorily achieved, and the Objectives were accomplished.

Enthusiasm and Commitments of Participants for ATC Training on PBN Operation ✈ Experts are pleased to observe the participants’ strong interests and willingness to learn. Every participant got actively engaged in the Lectures, Exercises and Workshop. ✈ No participant was being an observer

Collaboration and Harmonization of Stakeholders (Regulators and Provider) for ATC Training on PBN Operation ✈ Emphasized in ICAO PBN Manual. ✈ Training was designed to get Regulator and Provider involved in the same tasks. ✈ Experts observed good attitude of working together, helping each others, sharing ideas and knowledge, etc, through Group Works during the training, and believe that all the Participants well understood these points.

Draft Action Plan for ATC Training ✈ Draft Action Plan to implement ATC Training on PBN Operation to support the planned implementation in each country was developed by each Group. ✈ This Action Plans are expected to be used as the basis of ATC Training Plan when Participants return to their countries.

5/22/2018 experts recommendations (1) As emphasized in ICAO PBN Manual, air traffic controller training before PBN implementation is essential. For successful conduct of training, preparation needs to be done carefully in collaborations and harmonization among regulators and air navigation service providers (ANSP) from the very first stage, such as developing training plan, guidelines, regulations, and training materials. Expert repeatedly emphasized this aspect. Recommendation 1: Regulator from each C/P should start planning and closely working together with providers in order to conduct PBN training for ATC before the target PBN implementation date in respective country.

5/22/2018 experts recommendations (2) Air traffic controllers are one of end users of PBN operation like pilots. Every air traffic controller needs to gain enough knowledge and confidence before the implementation of PBN. Air traffic controllers can benefit, in their learning process about PBN, not only from written materials and classes, but also from hands-on experience observing actual operations of PBN in cockpit. Recommendation 2: C/P should develop additional types of trainings for ATC, such as familiarization flights and familiarization visits, if not yet established, for better understanding of PBN.

5/22/2018 experts recommendations (3) All participants recognized the importance of the implementation and completion of the ATC training for PBN before actual PBN operation commencement in each country. However, such activities require time, human resources and continuous efforts. Additional issues may be found during the activities. JICA should support such activities by C/P. Recommendation 3: JICA should provide continuous support to C/P for their activities for the implementation and completion of ATC training for PBN operation as ICAO requires.

5/22/2018 Training Plan (1) ✈ “Basic PBN Training Course” was successfully conducted in Hanoi from 17 July till 10 August. 4 from Cambodia, 4 from Lao PDR and 8 from Vietnam. ✈ “Training for Flight Procedure Regulations, Guidelines and Manual Development” in Hanoi from 13 till 24 August. 4 from Cambodia, 4 from Lao PDR and 10 from Vietnam. ✈ OJT on “Airport Obstacle Survey” in Cambodia (Phnom Penh, 28 August-7 September), followed by Lao PDR (Vientiane, September) and Vietnam (Hue, September). Approximately 8 participants for each OJT. ✈ OJT on “PBN Procedure Design with PANADES” (2 weeks) started on 24 September. 2 courses for Vietnam from 24 September till 5 October, and from 8 October till 19 October. 1 course for Lao PDR from 22 October till 2 November, and 1 course for Cambodia from 5 till 16 November. 4 participants for each course.

Approximately 8 participants for each OJT. ✈ “Familiarization Training on PBN Operations for ATC” in Hanoi from 26 September till 5 October. ✈ “Flight Inspection/Validation” is under consideration for early 2013.

5/22/2018 Pbn Implementation ✈ Cambodia will implement 1st PBN (SID&STAR and Approaches) at Phnom Penh Airport by June 2013, and then at Siem Reap Airport by December ✈ Lao PDR will implement 1st PBN (SID&STAR and Approaches) at Vientiane Airport by May 2013, and then at Luang Phabang Airport by December ✈ Vietnam will implement 1st PBN (SID&STAR and Approaches) at Hue, Phu Bai Airport in early 2013. FPO and JICA Experts are committed to supporting the PBN implementation efforts of 3 countries by organizing training programs.
