SGCT – Statewide Guarantee Credit Transfer – 2016 Charter
“Standardized coding, reporting, and transcription of the SGCTs” …Ohio initiative to impact secondary and postsecondary Ohio institutions, public and potential private as students circulate
3
Focus of Today’s Presentation
Unite as much as possible the 36 public post-sec transfer initiatives, e.g., AP, CLEP, CTAG Review the Project, now in Phase II Share the recommendations for coding Review institutional SIS storage, HEI reporting Look to the future
4
You, the Learner… Review current status of the ODHE SGCT project
Understand the various SGCTs – tests such as AP, transfer courses such as MTAG, CTAG, home/native “courses” such as CBE Consider how to operationalize SGCTs to your institution Learn about HEI AC (Alternate Credit) File
5
…Learner, continued Review value for the student, and reviewers, in standardization across institutions…degree attainment! Appreciate ODHE need to show constituent success/value…including future funding Provide Dave and ODHE insights, reactions, concerns about the project

Chris’ Story Chris begins a post-secondary journey by accumulating some college credit: (1) taking classes at a university under the CCP initiative (College Credit Plus), (2) at a secondary high school under the AP initiative (Advanced Placement), (3) and at an area career technical center under the CTAG initiative (Career-Technical Assurance Guide). Chris graduates from secondary level and proceeds to enter post-secondary level “Institution A.”
7
Chris’ Story, continued
As Chris begins a two-year college program the college-level academic record has already been established, 16 credits successfully passed, transcripted to Institution A, and reported to the State if appropriate. 44 more credits later Chris earns an associate’s degree. While pursuing the baccalaureate degree at Institution B, Chris continues accumulating credit via online coursework from Institution C, and as a member of Army Reserve is able to receive some MTAG credit (Military Transfer Assurance Guide).
8
Chris’ story, continued
60 credits later the baccalaureate degree is awarded, with 12 of the 120 credit hours counting toward a graduate-level certificate and the ultimate pursuit of a master's degree...after a graduate level certificate is earned. ***What are other stories?***

By the Numbers… 36 Ohio Public Institutions – all responded to a fall 2016 survey of institutional practices 11 SGCTs 57 varieties of grades for the 11 SGCTs 25 of our peers working on the project

By the Codes…Potential Standards
AP: Advanced Placement (HEI AC File 2016 Addition) CL: CLEP, College Level Examination Program SL/HL: Standard/Higher Level International Baccalaureate TM: Ohio transfer Module TG: TAG CT: CTAG (HEI AC File 2016 addition) – statewide guarantees and bilateral agreements

By the Codes… continued
MT: MTAG MC: Other Military (HEI AC File 2016 addition) PR: Proficiency credit PL: Prior Learning Assessment (PLA) CB: Competency Based Education (CBE)

March 2017 Focus Group – SGCT Status
Institutional variations – software, grading Adapt some/all SGCTs…varied SIS Develop ways to identify source/institution and type of credit Use “term specific” concept for SGCTs for native, non-native classes/equivalencies; list/code courses separately rather than “block” Revise grade keys/legends, both paper/electronic, for access by other institutions – the 11 SGCTs
13
March 2016 Focus Group, continued
Comply with HEI AC file (Alternate Credit) 2012 and 2016 updates; 50% compliance thus far Review additional process, in addition to the Statewide Guarantee codes, of reviewing the source e.g., AP score via access to original test/class grade (AP Psychology, score of 4, Fall 2012) Consider statewide “repository” for storing original SGCTs as “one source” for access by students, advisors, transfer offices, etc.
14
Ongoing Insights Pilot being developed to “test” for updating grade keys, sending data to HEI, sending transcripts via ATC, testing advisor availability Some postsecondary institutions – four so far, likely more in future – use grade field in alternate ways, a challenge and possibly preventing 2-letter code; alternate is using existing software field e.g., Banner has IRN field (Informational Retrieval Number) used for secondary school filed, potential CTAG use Review additional needs e.g., CTAG coding by statewide guarantee vs. bilateral agreements
