Why change? API has done a very good job in developing good offshore structures standards and continues to do so. Why ISO

Factors causing change
Norwegian & UK and Classification Society regulations developed in part competing with API. EU structural standards programme initiated with stated aim of including offshore structures. Oil Companies moved from traditional geographic locations and suppliers to worldwide operations. Worldwide cross-industry trend to give lower credence to industry standards than national or international standards. Problem applied to the oil industry as a whole – not just offshore structures.

Industry Solution Develop a single set of Oil Industry Standards through ISO. Build on legacy of mainly API but also other industry standards. ANSI given chair and secretariat of the ISO Committee overseeing the development of Oil Industry ISO Standards. ANSI delegated secretariat to API. Seven Subcommittees SC 7 – Offshore Structures BSI Secretariat Large Work Plan, Multiple Work Groups and Panels

ISO Series Scope Standardisation of all forms of fixed and floating offshore structure used in the production and storage of petroleum and natural gas and site specific assessment of mobile offshore units.

Longer Term Approach to Standards
Need for single metocean document – to be based on ISO Need for separate structural integrity management RP Removal of metocean, fire and blast and reassessment criteria from RP 2A implies significant restructuring of the document ISO standards reaching maturity and publication Heightened industry interest in standards but manpower resources scarce Maybe the time is now right to streamline the API offshore standards suite and align with the ISO standards per the original vision
