Forest and Biodiversity Governance Including Environmental Monitoring EU Project FLERMONECA Project is financed by the European Union

2 MONECA Introduction Bishkek, March 19, 2014

3 Content The framework EU EURECA (2009) Programme and FLERMONECA
Component Moneca and expected results Agreed activities and products after communication process State of indicator provision in CA Products and activities

4 EURECA 2009 The regional Environment Programme for Central Asia (EURECA ) is the centerpiece of cooperation between the EU and Central Asia EURECA encompasses 4 components: Component (1) – Central Asia enhanced regional cooperation on Environment and Water: WECOOP Component (2) – Forest and biodiversity governance, including environmental monitoring: FLERMONECA Component (3) – Partnership of water management and basin organisations in Central Asia: WMBOCA Component (4) – Environmental awareness raising: AWARE

5 Components of FLERMONECA
MONECA: Environmental monitoring in Central Asia: The objective of the component: Environmental monitoring, reporting and data sharing is improved in the Central Asian countries and in the region as a whole, and links and partnerships are strengthened between the respective Central Asian and EU institutions. Approach used: supporting introduction of SEIS principles Implemented by Umweltbundesamt GmbH, Austria and Regional Environmental Centre for Central Asia (CAREC)

EU EURECA (2009) Programme and FLERMONECA Objectives of FLERMONECA Components of FLERMONECA The project approach

7 Expected end results 1: Improved capacities and inter-institutional cooperation of governmental organisations in C Asia 2: Improved content of environmental information in Central Asia and its accessibility within the region and internationally 3: Strengthening awareness and communication of SEIS principles, approach and results in Central Asia

8 Expected results after communication process
develop annotated outline of upcoming NSoERs; produce and analyze indicators for the relevant chapters of NSoER /14; fill up the templates on indicators with integrated policy, legal and institutional set up; help, to the extent possible, in designing and building of SEIS compatible data management systems and facilities (web-sites with analysis, indicators and attached data bases). The composition of above items may vary from country to country, depending of country progress

9 Core indicators Current situation with MONECA indicators availability and reporting (and sharing prospects) in Central Asia KAZ KYR TJK UZB TKM A1. Nutrients in freshwater (13) Nitrates concentration in major water bodies (14) Total phosphorus concentration in water bodies I1. Waste generation (15) Annual municipal waste generation

12 Information exchange and hand on collaborative work
Back to back to meetings of the national SEIS working group, specific expert meetings with European experts will be held (like biodiversity in Bishkek on 19 and 20 March 2014) Regional meetings will be accompanied with workshops on regional questions e.g. NSOER, PRTR, WQ, etc Opportunities to participate in similar Workshops somewhere, organised by UNECE and ENPI SEIS or others will be provided One study tour to be organised after having agreed on goals, content and favourite countries in the regional meeting during summer 2014
