1 ORED Travel Guidelines

2 Preparing for Travel Travel Authorization must be entered by Admin/Fiscal Staff and approved by the Supervisor in VandalWeb prior to any travel. Traveler can now make arrangements to Travel (ex. Airfare, conference registration, lodging and rental car.) Travel expenses are recommended on a purchasing card unless personal travel is involved. If Employee plans to mix personal travel with UI business travel, the employee will need to pay for all travel expenses out of pocket and then submit a Reimbursement Claim. Travel Advance: Request through your Admin/Fiscal Staff. Up to 90% may be requested at least 10 business days prior to travel. If you are hosting a meal please contact your Admin/Financial Asst for required instructions before departure.

3 Domestic/International
Domestic business only travel TA must be approved in VandalWeb prior to trip International travel TA and Export Controls Questionnaire must be approved/submitted in VandalWeb at least 30 days prior to trip to ensure adequate review time and approval from ORA. Traveler to purchase minimum compulsory insurance Review Fly America Act prior to purchasing airline tickets at america-act

4 Personal Travel Personal Travel: Supervisor has to approve
Personal travel days on the TA. When submitting the expense claim after completing such travel, the employee should document the date and time of the beginning and the ending of the included period of leave. All expenses must be paid from traveler’s personal funds. Provide comparison expenses to ensure that the most economic and efficient mode of travel was used for UI business

5 Travel expenses Travelers are encouraged to use a purchasing card for business travel expenses. Allowable on pcard: Airfare, lodging, registration, parking, etc. Not Allowable on pcard: alcohol, fuel for personal vehicles, fuel for rental vehicles used for personal travel or indirect routes.

6 Per Diem The In-state per diem rate is $45 per day and the out-of-state rate is $51 per day or will be figured based on the federal regulations. The per diem provided includes incidentals as follows: tips for taxis, airport shuttle services, baggage handling, hotel services, meals, etc. Traveler is eligible for per diem when: meals are not provided based on the departure and return time trip has an overnight stay trip is 50 miles or more without an overnight stay (in-state per diem applies)

7 Per Diem rates In-State Departure
Breakfast $11.25 or 25% of Federal Rate Lunch $15.75 or 35% of Federal Rate Dinner $24.75 or 55% of Federal Rate Out of State Breakfast $12.75 or 25% of Federal Rate Lunch $17.85 or 35% of Federal Rate Dinner $28.05 or 55% of Federal Rate Departure 7 a.m. and after no breakfast 11 a.m. and after no lunch 5.p.m. and after no dinner Return 8.a.m. and before no breakfast 2. p. m. and before no lunch 7 p.m. and before no dinner

8 Airfare Airline Receipt:
Date, Amount, Method of Payment, Ticket number, vendor name, destination and dates of travel. Upgrades and first class tickets are generally not allowed unless you can provide justification. Baggage Fee: One bag each way is allowable. Justification is needed for additional baggage fees.

9 Rental car Traveler’s department must have the following on file:
Traveler’s completion certification for online defensive driving course Vehicle use form 3-year driver’s record Kim Malm or Lisa Snyder will assist you Go to use UI contracts with Enterprise (reduced rates, insurance provided in contract) and Hertz. These sites will automatically fill in UI information. If a different rental car business is used, the traveler will need to provide explanation for not using UI contracts. Provide justification if upgrading rental vehicle. Additional insurance is not a reimbursable item as it is part of the Enterprise contract as well a the UI purchasing card program. Traveler must carry a State of Idaho Accidental Claim Kit.

10 Conference Conference: Provide Conference Registration Receipt
Provide a conference agenda attached to your Travel Worksheet Per Diem should not be requested on any meals that were provided by the conference unless a justification is provided. Example: Food allergy.

11 Lodging Lodging: Employee is to ask for Government Rate
Prior to checkout review receipt for accuracy and that balance is $0.00. In-state lodging charges should not have tax when paid with a UI purchasing card. Lodging should be paid at single room rate. If room rate is for two people, provide name of second person, if U of I affiliated and function person is fulfilling. Incidental expenses need to be paid using personal funds. Reminder to P-Card Holders: Verify receipt. Make sure no incidentals, taxes or alcohol is listed on your receipt prior to leaving hotel as these should be on your personal card. Laundry & dry cleaning expenses are allowable if travel exceeds 5 calendar days.

12 Parking & Public Transportation
Provide a receipt Taking a photo with your cell phone substitutes for a receipt when using parking meters. Public Transportation: Purchasing Card purchases require receipts; i.e. taxi, shuttle, Uber, etc. No tips on purchasing card. Taxi fees up to $75 do not require a receipt if traveler is paying from personal funds.

13 Personal Vehicle Mileage
Private vehicle mileage is reimbursed at the federal rate of 53.5 cents per mile. Provide a copy of Google Maps, Yahoo, Mapquest or other supporting documentation to support the distance and most efficient route traveled. Mileage to be reimbursed from workstation address or most economical to the University of Idaho.

14 Missing receipts On personal funds:
Traveler completes and signs a Lost or No Receipt Memo and collects supervisor’s signature Purchasing Card Traveler contacts vendor for receipts If receipt is not available from vendor, expense is moved to employee’s travel A/R and a reimbursement to the employee is processed

15 Event hosting

16 Meals & Refreshments Meals and food, entertainment or social functions, require specific business purpose certifications as described below: Business purpose statement - Provide a clear and informative statement of the business purpose on all forms. Statements like "business lunch" or "meeting" are not adequate. Receipts and documentation - Provide original, itemized receipts. Credit card receipts must include sufficient detail to identify the nature of the goods provided and whether alcohol was purchased. List of Participants - List participants or recipients for meals and entertainment reimbursement. Groups over ten (10) may be identified by group name only and estimated number of participants. Agenda - If applicable, provide a meeting agenda, announcement, or flyer. Signature certification - A department head or administrator must sign the Meals/Food, Entertainment & Meeting Request Form. The signatory is certifying that the cost is deemed reasonable and necessary to accomplish the intended purpose, the stated business purpose is valid, and that the expenditure conforms to all applicable policies

17 Refreshment Guidelines
Refreshments shall meet the criteria required by the State of Idaho. If the criteria are not met, the related costs are unallowable. Refreshments: The meeting or training session has a published agenda and attendance is mandatory; The meeting or training session has an intended duration of three hours or more; There are five or more attendees Regular scheduled Staff Meetings or department – sponsored Social events, are not allowed unless they occur no more than quarterly and attendees are brought together from various locations throughout the state or for activities relating to the promotion of student activities.

18 Meal Guidelines Meals shall meet the following State of Idaho Policies: The meeting or training session has a published agenda and attendance is mandatory; Location or scheduling conflicts do not lend themselves to a meal recess; The meeting's business is furthered by speeches, presentations or interpersonal exchange that would not normally occur on a daily basis; The meeting or training session has an intended duration of six hours or more; There are five or more attendees; Employee meals and refreshments at official station - Meals typically may not be provided to employees at their official work station. On rare occasions when a valid business purpose exists and with supervisory approval, a meal may be provided when an employee is required to work after normal business hours and beyond the normal evening meal time.

19 Food & Alcohol Expenditures
Qualified Food and Alcohol Expenditures include Those incurred at a restaurant or other establishment that is open to the public and in the business of serving food and beverages, including catered events held on-campus, or At an off-campus location where food and beverages are served by a caterer with a valid liquor catering permit, and includes the cost of room rentals, set-up fees, media rental, decorations, or licensing fees necessary to hold the event. Social gatherings - Business meals or refreshments related to social gatherings or informal or casual meetings which include Alcohol are not allowed unless paid from a Gift Account and a valid business purpose exists.

20 Student Activities Student organizations sponsoring activities or events are permitted to pay for meals and refreshments from their UI accounts for events they sponsor or participate in. They are required to meet all criteria related to documentation and approvals, including purchase of alcohol. Activities sponsored by University organizations that involve students and are related to recruiting and retaining students are exempt from the Refreshment and Meal criteria, but must meet all other documentation and approval requirements.

21 Promotional Meals Prospective donors – The University may provide meals or refreshments for the purpose of generating goodwill among prospective donors. Guests, community members, volunteers and employees – The University may provide meals or refreshments to guests, volunteers, members of the community, or employees where the purpose of the activity is primarily social, as long as there is an underlying business purpose for the event in support of the university’s mission.

22 Alcoholic Beverages Alcoholic Beverages - Payment of expenses related to these events is permitted only when such activities are directly related to the objectives and mission of the University. The purchase of alcohol beverages are subject to approval by the next level of authority, e.g., responsible vice president, provost, deans, directors, and/or department heads. Alcohol may be used only in designated areas on campus and at off-campus locations as approved. Employees are advised to be cognizant of appearances. While the expenses have a valid business purposes, appearances may also have an impact. These purchases are often of interest to auditors, public questions, You may be asked to defend your expenditures.

23 Entertainment Form When do I need one?
Any Alcohol purchases would need to be approved on the “Entertainment Form (Yes) The meeting or training session has a published agenda (NO) but published agenda or brochure needs to be attached along with other required documentation. Student Activities (NO) All Promotional Meals and Entertainment (Yes) Employee Interviews – with no alcohol on receipts (NO) With alcohol (YES) Grocery Supplies to be used as part of the class – with class description or brochure (NO) Food Supplies as resale – (NO)

24 PAYMENT PROCEDURES Provide original, itemized receipts. Credit card receipts must include sufficient detail to identify the goods provided and if alcohol was purchased. Entertainment form provide when needed Use the correct funding which allows the purchase.
