Not just on course attendance / completion

Maybe publish a topic map of competencies
Cross-reference these, else they multiply uncontrollably
Could use IEEE RCD, with extra add-on
Specify what is acquired/required in those terms
Maybe use HR-XML, but profile it clearly
Maybe IMS ePortfolio, but only for humans
