5 BASIC QUALIFICATIONS & KNOWLEDGE NEEDS
[incorporating TECHNICAL SERVICES ] (ia,ltd) Definition: The minimum academic and training requirements prescribed for the various positions to be filled in the ministry (technical, scientific, administrative & management). A. Harmonization (of all kinds of undergraduate courses). B. Professional development training. C. “Regional Benguela Background” (RBB) short course (various levels) – e.g. SADC Fisheries Management Course.

6 A. Harmonization (of undergraduate courses).
Support for the implementation of a regional network of universities and technical schools. Academic staff and students to develop a programme of activities (exchanges, joint training activities, alignment of content) Network to be inaugurated with a workshop in November in Luanda $1500 /pp/p SCOR, POGO, BCLME, ODINAFRICA, Universities, NEPAD Scholarships for academic degrees scheme Maintain and expand existing BENEFIT bursary scheme for regional ex exchange. $8000 /pp/p year Donors (e.g DFID, NORAD, Fishing Industry+ 0thers); country contributions implemented by BCLME and BENEFIT

7 + B. Professional development training.
Flexible funding for a range of expert-level short courses and continuous training (*) Managers, scientist and technicians at appropriate level + industry – for new knowledge , technologies and disciplines. $ 2000 pp/p course Donors, regional programmes, country contributions (*) Take note of existing activities (e.g. EFA) and other topics on list : #11., # 17., # 18., # 19. # 16.: Also include language training and project proposal & report writing and general communication skills. Curriculum concept to be developed + Professional Exchanges One-on-one exchanges and travel for specialist training $1500 /pp/p meeting SCOR, POGO, BCLME, Universities, NEPAD

8 C. Regional Benguela Background (RBB) short course
(various levels) – e.g. SADC Fisheries Management Course. Development of a standardized basic information and knowledge course for the Benguela Current Region. WWW on-line course for all new employees of government. 10 000 BCLME

ECOSYSTEM APPROACH TO FISHERIES MANAGT. Big and fundamental gaps – high priorities Incorporate with short-courses & integrate with other activities. Professional Officers – recommend to national institutions

10 Socio-Economics Ecosystems Approach
BCLME: ongoing 6 big projects – training is built in but is difficult to measure. Consultants required to work with junior staff and students. Ecosystems Approach BCLME: ongoing 2 big projects with very high training and capacity building measures built in, targeting all stakeholders including industry and government. e.g. Fisheries Economics, modelling, and others.
