States are prohibited from: Making treaties with foreign governments Authorizing private citizens or organizations from interfering with the shipping and commerce of other nations Coining money Taxing imports or exports Taxing foreign ships Keeping troops or ships of war in times of peace (except for state militia National Guard) Engaging in war National government is prohibited from exercising its powers in such a way as to interfere substantially with the states’ abilities to perform their responsibilities Who decides?
