Item 4: National Investment Programmes: Roads
Context: scope for new investment in RIS2 may be limited by the need to deliver on commitments made in RIS1 Proposed Key Principles: Ensure that RIS1 commitments are delivered in full Ensure that investment priorities identified as a result of the strategic studies from RIS1 are programmed in RIS2 and taken forward to delivery Ensure that any additional investment priorities are determined on a joint basis between Highways England and the Strategic Transport Forum Potential new strategic studies: Cambridge – infrastructure required to support longer-term economic growth M25 South West Quadrant – multi-modal, in partnership with TfL and Transport for the South East

Without prejudicing the work that needs to be done on identifying the Major Road Network – corridors of strategic significance (on the basis of their contribution towards enabling planned growth) The A43/A45 corridor The A505 corridor The A47 corridor The A14 (Thrapston and Brampton) In addition – network issues identified as being of strategic significance Improvements to the M1 corridor – focussing on Key Junctions – in particular Junction 10A and Junction 14 The southern section (into Hertfordshire) Improvements to the M11 corridor Improvements to junctions on the M40 corridor

Statutory document – setting out policies and proposals Three key themes: Healthy streets and healthy people A good public transport experience New homes and jobs The draft strategy looks to: Significantly reduce car dependency Promote more walking & cycling to improve public health Reduce congestion, allowing efficiently functioning streets, Overall ambition: to see the proportion of trips made on foot, by cycle or by public transport rise from the current 64% to 80% by 2041.

Strategic Transport Forum – proposed response: Improvements must balance the interests of London with those of the surrounding areas (and implications). East West Rail infrastructure is potentially key for enabling the Mayor’s ambition on rail freight Support for investment in rail improvements benefitting the Heartland (i.e. Chiltern Line improvements; Old Oak Common/Park Royal; Western Rail Access to Heathrow). Support the Mayor’s position that Government needs to fund and deliver the transport measures required to support the expansion of Heathrow Airport. Seek to work with the Mayor and TfL on a tri-partite basis (including discussions around rail service operation, Major Road Network etc.) England’s Economic Heartland and Transport for the South East have written jointly to the Deputy Mayor (Transport) seeking an early discussion on strategic transport issues.

Engagement period – late July to 8th September: Engagement materials sent to: Forum members Adjoining Local Transport Authorities Local Planning Authorities across the corridor Individual meetings with Local Transport Authorities Workshop session organised – attracted a range of attendees: local planning authorities, public transport operators, adjoining local transport authorities Dedicated webpage/online survey on the website – promoted via social media Engagement with adjoining areas – Cambridge-Norwich Tech Corridor grouping, local transport authorities to the east Good engagement 19 formal responses submitted to date Input from individual meetings with Local Transport Authorities

Support for the ‘two-stage’ approach: Initial engagement helpful in understanding the Forum’s role and the potential of an Sub-National Transport Body Recognition of the added value that a single voice on strategic transport issues brings – in line with the recommendation of the National Infrastructure Commission Encouragement to strengthen linkages between transport and digital infrastructure – the connectivity agenda Importance of ensuring strong linkages between strategic transport/digital, emerging economic industrial strategy and local planning Moving forward in parallel with discussions on wider corridor governance – but maintain the momentum

How might the linkages with local planning authorities be strengthened:? Invitation to Cambridgeshire and Peterborough Combined Authority Oxfordshire Growth Board already has a seat at the Forum: extend principle to other growth boards where they exist or emerge How might the linkages with public transport operators be strengthened? Explore the potential of a Bus Operators Association Deeper engagement with rail franchise operators but targeted to maximise benefit (for both sides) How might the linkage with groups representing users (both individuals and businesses) be strengthened? Discussions with Transport Focus Terms of Reference: work needs to be taken forward to review, update and revise in light of engagement. As part of that work actively engage adjoining Local Transport Authorities in the process. Revised Terms of Reference for consideration at the December meeting.
