3 Special Programme on Adaptation to Climate Change (SPACC)
To support efforts of Dominica, Saint Lucia and Saint Vincent and the Grenadines to implement specific, integrated pilot adaptation measures to address the impacts of climate change

4 SPACC Project Management
Funding Institution – Global Environmental Facility (GEF)‏ Implementing Agency – World Bank Executing Agencies – Caribbean Community Climate Change Centre (CCCCC)‏ , Sustainable Development and Environment Division of Ministry of Physical Development & the Environment (MPDE) and Coconut Bay beach Resort and Spa (CBBRAS)

5 Saint Lucia’s Two SPACC Components
To demonstrate the design and implementation of appropriate interventions to reinforce critical infrastructure to the effects of intensified wind speeds from hurricanes- Demo in Marchand Community Centre in north of island To complement the national water supply programme by establishing adaptation measures that would result in increased resilience of surrounding coastal ecosystems to the impacts of climate change and variability-Demo at Coconut Bay Beach Resort and Spa in south of island

6 Coconut Bay in a Nutshell
Began operation in 2005 All inclusive 87 acre resort 4 pools + water park 254 rooms Four floors, four buildings plus 5 Support Buildings

7 Project Components at Coconut Bay
Rainwater harvesting system for toilet flushing and pool topping. Rainwater used for toilet flushing will be treated in sewage treatment system and recycled for landscaping-two-prong conservation of potable supply Expected reduction in water purchased for toilet-flushing and replenishment of swimming pools by approximately 3,000,000 litres annually

8 Project Components at Coconut Bay cont’d
Sewage treatment, recycling and irrigation -for landscaping This component will reduce the amount of water purchased for maintenance of the grounds by approximately 21,000,000 litres annually

9 Highlights of the Journey to Date
Signed MOU in 2008 between the CCCCC, the Government of Saint Lucia and Coconut Bay that indicates roles and responsibilities of each party Full approval of Project by the Development Control Authority in 2009 Signed Financial Agreement between the CCCCC and Coconut Bay in 2010: Co financing 75:25; estimated total budget of USD 325, No “objection” from the World Bank and approval of the Central Tenders Board of Saint Lucia for the award of contract to commence construction works in 2011

10 Some Aspects of the Agreement:
Sequence: MOU Finance Agreement Select Engineer for each side.. Drawings and BOQ.. agree Supplier Selection Contractor Selection Commencement Monitoring End Testing and Handover

11 Financing Agreement Actual partners:
SPACC, CCCCC, World Bank, GOSL, C Bay Financing Agreement CCCCC represents 4 bodies Structure: Under the MOU Defines Partners Defines Project Components Cost and Duration Methodology of funds and Logistics ( Ensure NET of Charges and timelines of disbursements) Standard Clauses ( Force Majuere, Liability, Modification, Disputes and Applicable Law, Date of effect)

12 Some Lessons Learned Project Partners need to be and remain on the same page and ground rules need to be agreed by all. Remember – People in the partnering organizations can and DO change. Seek to solidify agreements through signature by authorised parties

13 Closing Funding is available as grants or as loans on very favourable conditions through various agencies. Especially in small islands we need to reduce large privvae sector operations taking up the lions share of resources especially vis a vis utilities in scarce situations as likely that is “finite” Opportunity to save over longer period and support or at least reduce impact on local community. Not only good corporate citizenship but also financially meaningful!!
