RULE 10 Penalty Enforcement

Penalty Enforcement A penalty is completed when it is accepted, declined or canceled by rule or when the choice is obvious to the Referee. When two or more live-ball fouls by the same team are reported, the offended team may elect only one of these penalties Dead ball penalties are administered separately and in order of occurrence. When a live-ball foul by one team is followed by one or more dead ball fouls by an opponent or by the same team, the penalties are administered separately and in the order of occurrence.

Live Ball OFFSETTING FOULS
Typically offset and the down is repeated. Exceptions 1. When a COP occurs during the down and the team gaining possession has NOT fouled prior to gaining possession – They may have their foul enforced and decline the foul committed against them in order to retain possession of the football. 2. When Team B fouls are governed by Post Scrimmage Kick Enforcement (PSK) – Team B may refuse the offset and accept PSK. 3. During a try or in OT after a COP – clean hands does not apply! Try or series is OVER. Any score by the team committing a foul is cancelled.

“3 and 1 principle” When the team in possession commits a foul behind the basic spot, the penalty is enforced at the spot of the foul (exception: enforce from previous spot if hold, illegal block or any personal foul is committed by Team A behind the NZ) When the team in possession fouls beyond the basic spot, enforce their foul at basic spot When the foul is committed by the team not in possession, fouls either behind or beyond the basic spot are enforced at the basic spot

Basic spots for: running plays- previous spot when run ends behind LOS end of related run when run ends beyond LOS or on plays with no NZ (example: fumble or interception returns) 20 yd line when foul occurs after a change of team possession in the EZ and the play results in a touchback Goal line for fouls after a change of team possession in the field of play, but the run ends in the EZ (exception: momentum) or for fouls after a change of possession in the EZ, but the result of the play is not a touchback

Postscrimmage kick enforcement : Applies only to fouls by Team B during a scrimmage kick and only under these conditions The kick is not during a try, successful field goal, or an extra period The ball crosses the neutral zone The foul occurs before the kick ends Team B will next put the ball in play

Personal foul or unsportsmanlike conduct penalties committed by the non-scoring team on a play that results in a TD are enforced on the try or succeeding kickoff. If there is no kickoff (OT), the penalty must be enforced on the try. No distance penalty, including tries from on or inside the 3 yard line, shall exceed half the distance from the enforcement spot to the offending team’s goal line.

What options does Team B have

Answer Team B has the option to accept offsetting fouls and replay the down or Team B could decline offsetting fouls and elect to keep possession of the ball if their clipping penalty is enforced.

Answer Team A retains the ball after the penalty against Team B is enforced. Team A will then be penalized for the dead ball foul
