3. THE ELECTION TIMETABLE
Borough/Parish Notice of Election – Monday 23 March
Parliamentary Notice of Election – Tuesday 31 March
Delivery of Nomination Papers - not later than 4pm on Thursday 9 April
Withdrawal of Candidates - not later than 4pm on Thursday 9 April
Appointment of Election Agents - not later than 4pm on Thursday 9 April
Withdrawal date and appointment of Election Agents same time as nomination.
Statement of Persons Nominated Parliamentary 5pm on Thursday 9 April; Borough/Parish 4pm on Friday 10 April and can be viewed on our website

4. THE ELECTION TIMETABLE
Last date for applications to be added to the Register of Electors – Monday 20 April

Last date for proxy applications – Tuesday 28 April
Appointment of Counting Agents - not later than Wednesday 29 April
Polling Day - Thursday 7 May - 7 am to 10 pm

Deadline for registration – Monday 20 April. Need to submit National Insurance Number & Date of Birth. If electors come back red (not matched with DWP) then they have 6 days to provide evidence or be locally data matched.
Last day for postal vote applications – Tuesday 21 April – must be IER registered.
Last date for proxy applications – Tuesday 28 April
You can now apply for an emergency proxy up until 5pm on Election day for work & health reasons

6. QUALIFICATIONS TO BE A PARLIAMENTARY CANDIDATE
To qualify as a Candidate you must:
satisfy criteria on the day they are nominated and on polling day:
be at least 18 years old
either be a British citizen, a citizen of the Republic of Ireland or a qualifying Commonwealth citizen
There is no requirement to be a registered elector in the UK.

7. QUALIFICATIONS TO BE A BOROUGH CANDIDATE
To qualify as a Candidate you must:
be at least 18 years old;
be a British citizen, an eligible Commonwealth citizen or a citizen of any other member state of the European Union; and
meet at least one of the following four qualifications:
Be registered as a local government elector for the local authority area in which you wish to stand, or
Have occupied as owner or tenant, any land or other premises in the local authority area during the whole of the 12 months before the day of your nomination and day of election , or
Your main or only place of work during the last 12 months has been in the local authority area, or
You have lived in the local authority area during the whole of the last 12 months.
If you are in any doubt about whether you meet this qualification, you should consider taking independent legal advice. The Returning Officer can give you general guidance but will not be able to tell you whether you qualify.

8. QUALIFICATIONS TO BE A PARISH CANDIDATE
To qualify as a Candidate you must:
Be registered as a local government elector for the area of the parish;
have during the whole of the 12 months preceding the day of nomination and polling day occupied as owner or tenant any land or other premises in the parish
your principal or only place of work during those 12 months has been in that parish
have during the whole of those 12 months resided in that parish or within 4.8 kilometres (3 miles) of it

9. DISQUALIFICATIONS LOCAL GOVERNMENT PARLIAMENTARY
are employed by the local authority or hold a paid office under the authority (including joint boards or committees). Candidates may be ‘employed by the local authority’ if they work at certain schools, fire services, police or health services
are subject of a bankruptcy restrictions order (or interim order) in England or Wales
have been sentenced to a term of imprisonment of three months or more (inc. suspended sentence) without option of a fine, during the 5 years before polling day
have been disqualified under the Audit Commission Act 1998
are serving a disqualification due to being found guilty of a corrupt or illegal practice by an election court
hold a politically restricted post
PARLIAMENTARY
civil servants
members of police forces
members of the armed forces
government-nominated directors of commercial companies
judges
members of a foreign legislature (outside the Commonwealth)
peers who sit and vote in the House of Lords
those who are subject to a bankruptcy restrictions order or debt relief restrictions order (but not those who are simply bankrupt) in England, Wales or Northern Ireland; or those whose estate has been sequestrated in Scotland and have not been discharged
The (Acting) Returning Officer will not be able to confirm whether or not candidates are disqualified.

Make sure you have an up-to-date copy of the electoral register. The Register was re-published on 1 February 2015 following a full Boundary Review

The Erewash Constituency is made up of Ilkeston, Long Eaton, Breaston, Draycott & Risley and Sandiacre
The Borough Wards of Little Eaton & Stanley, West Hallam & Dale Abbey & Ockbrook & Borrowash fall in the Mid Derbyshire Parliamentary constituency.

13. Useful tips for filling out Nomination papers

14. PARLIAMENTARY NOMINATIONS
You must complete and submit a £500 deposit and the following forms by 4pm on Thursday 9 April 2015
a nomination paper
a home address form
your consent to nomination
certificate of authorisation to use a party description (only if you are a party candidate)
an emblem request form (only if you are a party candidate)
I will go through all the nominations for Parliamentary, Borough and Parish Elections. Please ensure that you bring your nominations in early and make appointments to save you waiting. All nominations must be hand delivered. The Candidate, Election Agent, Proposer & Seconder can deliver the Parliamentary nominations.
Deposit can be paid by cash or bankers draft only.
Nominations packs available at the end of the session.

15. PARLIAMENTARY NOMINATIONS
Include your full name
Optional: complete commonly used name box(es) if commonly known by a name other than full name and wish to use it instead
Description field – 3 options:
leave blank
Independent
party candidates can use party name or description authorised by a certificate issued by or on behalf of the Nominating Officer.
Party candidates can ask for an emblem to be printed on the ballot paper
Please ensure that your name, party name (if applicable) and description (if applicable) are given on the form before asking elector’s to subscribe the nomination.

16. PARLIAMENTARY NOMINATIONS
Subscribers: 10 subscribers are required. Their names must be on the Electoral Register published on 1 April 2015.
Must sign & print their names.
The elector number of each elector as it appears on the electoral register, including the ward reference (e.g. SV1) must be entered on the nomination form.
Only ask subscribers to sign after completing the name, address and description fields on the form

17. PARLIAMENTARY NOMINATIONS
Home addresses:
Candidates will be able to request that their home address does not appear on the ballot paper or other publicly-available election material
The nomination paper will no longer include a request for the home address
Instead, candidates will be required to fill in a separate home address form and will be able to indicate whether or not they wish their full address to be publicly available
If a candidate decides that they do not wish their home address on the ballot paper, then the ballot paper will state the constituency within which the candidate’s home address is situated, or if that address is outside the United Kingdom, the country within which it is situated.

18. PARLIAMENTARY NOMINATIONS
Consent to Nomination
The candidate must:
confirm which area they are standing in
declare that they are not disqualified under House of Commons Disqualification Act 1975
state their date of birth
sign and date form (NOT to be dated prior to 9th March 2015)
have a witness sign and date form

19. BOROUGH NOMINATIONS
A candidate can only stand for election in one ward of the Council, and must withdraw any nomination papers submitted for another ward.
The nomination paper must –
Include your full name & home address
Optional: use commonly used name box(es) if commonly known by a name other than full name and wish to use it instead.
Description field – 3 options:
leave blank
Independent
party candidates can use party name or description authorised by a certificate issued by or on behalf of the Nominating Officer
Candidates can now use commonly used surname and Christian names. The candidate risks having their nomination paper rejected by the Returning Officer if they use initials i.e. Peter J Smith – this should be Peter John Smith.

20. BOROUGH NOMINATIONS
Subscribers: 10 subscribers are required. Their names must be on the Electoral Register published on 2 March 2015.
Must sign & print their names.
The elector number of each elector as it appears on the electoral register, including the ward reference (e.g. SV1) must be entered on the nomination form.
Each elector may only subscribe as many nomination forms as there are vacancies in the Ward – e.g. if there are 2 vacancies in the Ward an elector may subscribe 2 candidates’ nomination forms in that Ward.
Only ask subscribers to sign after completing the name, address and description fields on the form

21. BOROUGH NOMINATIONS Consent to Nomination Form must include:
name and address
which area standing in
confirmation of qualification(s) that apply (at least 1, but select all that apply)
date of birth & signature (not to be dated prior to 9 March 2015)
witness’ name, address and signature

22. PARISH NOMINATIONS The nomination paper must –
Include your full name & home address
Optional: use commonly used name
Description – Party candidates can use a party name or party description supported by a certificate of authorisation from that party.
Any candidate may use a description of no more than six words that is not likely to lead electors to associate the candidate with a registered political party
or ‘Independent’ or leave this blank.
Whatever you enter in this box will appear as your description on the ballot paper.

23. PARISH NOMINATIONS
Subscribers: 2 subscribers are required – Proposer & Seconder. Their names must be on the Electoral Register published on 2 March 2015 and be registered on the Parish or Parish Ward.
Must sign & print their names.
The elector number of each elector as it appears on the electoral register, including the ward reference (e.g. SV1) must be entered on the nomination form.
Each elector may only subscribe as many nomination forms as there are vacancies in the Parish or Parish Ward – e.g. if there are 2 vacancies in the Parish Ward an elector may subscribe 2 candidates’ nomination forms in that Ward.
Only ask subscribers to sign after completing the name, address and description fields on the form

24. OTHER USEFUL INFORMATION
Agents, postal votes, what to expect on polling day and the count

25. AGENTS
Election Agent
Responsible for the proper management of your election campaign; particularly its financial management.
Notification of appointment must reach the RO by 4pm on 9 April. Form is included in nomination pack.
You will become your own agent by default if none is appointed.
Include sub-agents if relevant.
Office address:
within the parliamentary constituency where candidate is standing
within a constituency which adjoins the constituency where candidate is standing
Where candidates are acting as your own election agent, the office address is deemed to be the address given on the statement of persons nominated, ie the one provided on the home address form.

26. AGENTS
Other agents can be appointed to attend postal vote openings, polling stations and the count on your behalf:
You must give notice in writing of any people appointed as polling and counting agents by 29 April. We will provide forms.
The appointment of postal voting agents attending a particular opening session must be made before the start of each session.

27. POSTAL VOTES
The deadline for Postal Vote applications is Tuesday 21 April 2015
Postal Votes will be sent out over 22/23 April 2015
Postal Votes will be opened daily at Rutland Tennis Centre from Monday 27 April 2015
The final Postal Vote opening session will take place on Thursday 7 May 2015 at 10pm also at the Tennis Centre

28. CAMPAIGNING DO’S AND DON’TS
Use imprints on all your campaign material
No fly posting
Make sure outdoor posters are removed 2 weeks after the election
Do not produce material that looks like a poll card
Do not pay people to display your adverts (unless they display adverts as part of their normal business).
On printed material, such as leaflets and posters, candidates must include the name and address of: the printer, and the promoter.
Give council position on putting up and removing posters and election material.
No fly posting.

29. POLLING DAY Polling stations open from 7am to 10pm
Electoral Services office open 7am to 10pm for queries or problems relating to the administration of the election
Voters in the polling station or in a queue outside the polling station at 10pm can apply for a ballot paper.
Postal votes can be handed into polling stations within the correct constituency or delivered to the elections office until 10pm.
A person in a queue at a polling station at 10pm waiting to hand in postal vote can do so after 10pm.

30. ELECTION EXPENSES
Borough Election expenses are calculated at £ p per elector based on the Register of Electors for the Ward as at the last day for publication of the Notice of Election ie. 2 March Register
Parliamentary Election expenses are calculated at £ p per elector based on the Register of Electors as at the last day for publication of the Notice of Election ie. 2 March Register
Candidates/Agents at all Elections are required to send to the Returning Officer declarations of expenses. Failure to return a declaration whether elected or not is an illegal practice and would prevent the person standing as a candidate at future elections.
Dates for these to be completed are indicated in the Election timetable.

31. TELLERS
Tellers must remain outside the Polling Place, they may only enter polling stations for the purpose of casting their own vote or voting as a Proxy.
Tellers may approach voters for information i.e. elector number as they enter or leave the polling station.

32. THE PARLIAMENTARY COUNT
The Verification and Parliamentary Election Count will take place at the Rutland Tennis Centre, West End Drive, Ilkeston on THURSDAY 7 MAY 2015 commencing at 10pm.
Counting Agents can oversee the counting process on behalf of the candidate but do not participate directly in the counting process.
The numbers of Counting Agents you will be able to appoint will be confirmed. Counting Agents appointed to the Borough/Parish Verification will be asked to leave after the Verification is complete prior to the commencement of the Parliamentary Count.
Car Parking is available at Ilkeston School where parking attendants will direct you to spaces. Due to the Tennis Centre flooring may we politely request that sensible footwear is worn. Refreshments will be available.
