Says yes as long as Bill of Rights is added New Hampshire was 9th state to ratify Problem - Virginia (largest state) and New York (without New York, New England states would be cut off from rest) did not ratify yet Virginia ratifies through hard work of George Washington and James Madison New York ratifies through hard work of Alexander Hamilton
