3 Interstate Compact Offender Tracking System
ICOTS VINEWatch As you know, the Interstate Compact Offender Tracking System (ICOTS) is a web-based system that facilitates the transfer of supervision for probationers and parolees from one state to another. For automated notification purposes, Appriss, located here in Louisville KY, has interfaced some key ICOTS data with VINEWatch, which is a secure administrative web portal. Because key data is stored in ICOTS VINEWatch, you, as victim advocates and criminal justice professionals, now have the ability to register victims for notifications. Your login Access to features within ICOTS VINEWatch is based upon your role. You will only be able to see your state’s data. Here are the key features that I’ll demonstrate today. 4 Key Features ICOTS VINEWatch SEARCH REGISTER REPORTS NOTIFY
Because you will have access to ICOTS VINEWatch, you will be able to: SEARCH – for probationer or parolee by name or P&P number REGISTER – victims’ phone number (along with a PIN) or address for alerts or triggers (within ICOTS VINEWatch, ‘alerts and triggers’ are referred to as notifications) –– you will be responsible for managing the registrations, including the ability to update or delete registrations Note: all phone number registrations require a 4 digit PIN (Personal Identification Number) to confirm the receipt of the notification call. The automated phone notification will prompt the victim to respond. NOTIFY – victims concerning actions and current location of offenders managed/under supervision within ICOTS. REPORTS – ICOTS VINEWatch provides statistical reports on ALL registrations and notifications that the system processes In addition to these features, I’ll briefly cover some Administrator details. 6 Registration Confirmation
Here is an example of a Registration Confirmation notification, sent by . Keep in mind, an automated telephone notification will have a similar script. Victims registered in ICOTS VINEWatch receive notifications via or telephone within minutes of the real-time activity. Data is coming into ICOTS VINEWatch every 15 minutes. Automated notification phone calls will continue for upto 24 hours (to allow victims to hear notification and confirm receipt of notification). Automated Notifications can be received either in English or Spanish. There are 13 types of possible notifications.

These building blocks, search, registration, notification, and reports are available to you NOW. As you begin managing victim registrations within ICOTS VINEWatch, victims will immediately start receiving automated notifications about actions and current location of offenders under supervision within ICOTS.
