1 27th May 2015 : Lotus Conference Room, Nabua
“Climate Change and Disaster Risk Reduction Program Approach in SPC Meeting”: Low Carbon Economy 27th May 2015 : Lotus Conference Room, Nabua Solomone Fifita, Deputy Director [Energy], EDD

2 Low Carbon – a forgotten group?
Key areas of excellence SPC will be “building a resilient Pacific”: (i) science of risk (ii) sea level rise (iii) changing ecosystems (iv) climate and disaster resilience (v) human dimension (vi) communication (vii) low carbon development

3 UNFCCC ARTICLE 2: OBJECTIVE
The ultimate objective of this Convention and any related legal instruments that the Conference of the Parties may adopt is to achieve, in accordance with the relevant provisions of the Convention, stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. Such a level should be achieved ……… and to enable economic development to proceed in a sustainable manner.

4 SRDP: GOAL 2 Goal 2: Low Carbon Development

5 Climate and Disaster Resilient Development in the Pacific
What is Low Carbon Development? Strategy for Climate and Disaster Resilient Development in the Pacific (SRDP) DRAFT LCD is improving economic and social performance ….., while at the same time reducing both the net emissions of GHG and vulnerability, while increasing resilience.

6 Reality of PICTs PICT are the most vulnerable to CC
Heavy reliance on fossil fuel – a major source of GHG Highest $/litre of fuel Highest $/unit of electricity 7 M people don’t have access to electricity Access to electricity = UNDP HDI In a region heavily endowed with natural renewable energy resources, trees, ocean, etc Need to join the global community is reducing GHG through LCD regardless …….

7 Unlocking Development Potential with LCD
Improve market competitiveness Create Jobs Reduce emissions / green image for tourism promotion, etc invest savings on fossil fuel to improve resilience and on disaster risk reduction

8 Strategies for LCD Fossil Fuel Substitution Strategy 1.1: Renewable Energy Strategy 1.2: Cleaner Fossil Fuel Strategy 1.3: Energy Efficiency Waste Management Strategy 2.1: Waste Management and Pollution Control Forest Management Strategy 3.1: Reducing emissions from deforestation and forest degradation

9 Strategies for LCD Ocean Management Strategy 4.1: Ocean Management Adaptability and Resilience of Energy Infrastructures Strategy 5.1: Climate Proofing of Energy Infrastructures UNFCCC Compliance and Opportunities Strategy 6.1: Supporting PICTs to comply with the requirements of the Convention (UNFCCC) as well as to take advantage of the funding opportunities that it present.

10 SPC Capacity for LCD Whole of the Energy Programme at EDD Ports audits and IMO GHG compliance – Transport Programme, EDD REDD Plus - Forestry, LRD Land Use, Land-Use Change and Forestry (LULUCF) – LRD Waste Water – GSD Geothermal and Ocean Energy – GSD SPC’s Carbon Footprint - GSD

11 Way Forward Define the ToR of the LCD Group Confirm the membership
