CDL Examiner Training & Certification Requirements
Requires all State Knowledge and Skills Test Examiners to successfully complete a formal CDL training course and examination before being certified to administer CDL knowledge and skills tests Requires all Third Party CDL Skills Test Examiners successfully complete a formal CDL training course and examination as prescribed by the state before being certified to administer CDL skills tests Require State and Third Party CDL Test Examiners to successfully complete a refresher training course and examination every four years to maintain their CDL Test Examiner certification’ 49 CFR § (f) – ‘Require State and third party CDL test examiners to successfully complete a refresher training course and examination every four years to maintain their CDL test examiner certification’ 49 CFR § (e) 383.5 – Definitions Third Party Testing © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation

Maintain a record for every CDL State Knowledge and/or Skills Test Examiner and CDL Third Party Skills Test Examiner that documents the: Results of the criminal background check, Results of CDL examiner test training; and The date that each CDL test examiner was certified to conduct test(s). The first section requires details/information of the training course and test type. There are three possible types of classes: 1) Third Party (material used should only cover skills testing) And for State Examiners: 2) CDL Knowledge (for State Knowledge Examiners) 3) CDL Skills (material used for this training should include all modules for Skills as well as Knowledge test) © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation

After selecting the ‘Test Type’ and entering all required (*) fields, click ‘Create’ to create new class. ‘Training class successfully created’ confirmation message will display. Creating Examiner Training Classes – Import Options
Import menu options are available to import (1) Training Class information, (2) Class Registrations and (3) Examiner Scores. These capabilities are especially useful if Jurisdictions have historical information to get into CSTIMS, as well as for Jurisdictions that have a large # of training classes and class registrations. Training Class Import: AAMVA will provide an Excel template that would need to be populated by the jurisdiction. Jurisdictions can use the ‘Import Training Class’ option to upload into CSTIMS Training Class Registration import: AAMVA will provide an Excel template that would need to be populated by the jurisdiction. Jurisdictions can use the ‘Import Class Registrations’ option to upload into CSTIMS. This would allow for uploading of class registrants rather than assigning them manually (covered later in these set of slides), and can be used for historical classes before scores could be imported or for existing training classes with large number of registrants Multi-Training Class Score import: AAMVA will provide an Excel template that would need to be populated by the jurisdiction. Jurisdictions can use the ‘Import Examiner Scores’ option to upload into CSTIMS. When directed to examiner training management page, active examiners (default) are listed in a table. Click on ‘pencil’ icon next to an EX’s name in order to register EX into a training class or view all classes that examiner is already registered for or attended in the past in the ‘Training Class Details’ (see next two slides). © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation

When the ‘pencil’ icon is clicked, the Examiner Training page will display. All available classes for that examiner type will be listed in the ‘Available Classes’ dropdown list. Select a class from dropdown list and click ‘Update’ button to register Examiner to the class. Once updated, ‘Examiner Information has been updated successfully’ confirmation message will display. NOTE: Examiners with Skills type will be able to register in training classes labeled with both Skills and Knowledge types. If Examiner needs to be removed from training class, simply click ‘X’ icon to the left of the row listing the ‘Training Class Details’. It’s important to note that the “Examiner Type” can be changed (CDL Knowledge to CDL Skills or vice versa), both here as well as in the “Examiner Details” tab under Admin -> User Administration page. If the examiner is a third party examiner, the endorsements and restrictions (that can later appear on their certificate) will be maintained from on this page. Endorsements that impact CDL Skills Test scheduling (e.g., Passenger, School Bus) are kept in synch between this page and the “Examiner Details” page. NOTE: Examiners with Skills type will be able to register in training classes labeled with both Skills and Knowledge types. Entering Examiner Scores
Once a training class has been completed, scores for Examiners can be entered two ways, ‘Examiner Training Management’ menu option under ‘Admin’ or through the ‘Import Score’ option. From ‘Examiner Training Management’ page, click on the ‘pencil’ icon to the left of the row listing the Examiner’s name, and the Examiner Training popup box will display. If Examiner has completed a training session, ‘pencil’ icon will display next to Class Name indicating the score can be entered. An ‘X’ icon will display for classes that have not started/are in progress and allow user to remove the examiner from the class. Click on the ‘pencil’ icon next to Class Name to enter scores for examiners. -1 indicates a no show 0 means score missing 80 and above indicate a pass Below 80 indicate a failure © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation

Entering Examiner Score – Import score using MS Excel
Second method is to bulk import scores for multiple examiners for a training class. To bulk import score, a template must be created using ‘MS Excel’ (file extension of .xlsx). Three required columns are needed in order to successfully update scores: - Examiner ID: Examiner specific information to identify the examiner whom the score is intended for. - Class ID: Class specific information - Score: Individual scores given to the Examiners (80% and above pass, below 80% fail, and (-1) indicating no shows) Once specified details and scores are entered, save template. © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation

Entering Examiner Score
Update Scores: After scores have been entered, user can update scores if necessary. Several options to update scores: Once scores have been entered, user can go back to the ‘Class Details’ page and click on ‘Class Score’ button. User can then edit/update Examiner’s score individually. From the ‘Examiner Training Management’ page, user can re-enter scores for Examiner’s individually. User can re-enter scores through Import Score using MS Excel method for a single or multiple Examiners. Training Class Summary From Examiner Training Classes page, clicking on ‘Export’ will generate a summary report of all training classes. Training Class Roster The ‘printer’ icon found in the Examiner Training Classes page serves two functions. For current classes, if clicked, will generate a training class roster of all Examiners registered for particular class. Examiner Certificates From the ‘Examiner Training Management’ page, user can click on the ‘print’ icon next to individual Examiners to generate certificates for those that have successfully completed and passed training courses. This is an example of a State Examiner certificate. The background image with the state seal as well as the chief signature can be customized per state’s specifications. All the examiner information, training dates, scores, are all kept in the database for any future auditing or follow up needs. Dashboard notifications: identify Examiners due for Training
Reports and Notification Dashboard notifications: identify Examiners due for Training Through the Dashboard functionality, CSTIMS notifies the CDL monitor whether examiners have satisfied the minimum training requirements. Other filters on the dashboard Examiner tab can be applied so that management can quickly view a list of examiners with: No Completed training date Training Past Due Training not scheduled Minimum training requirement not met Training scheduled in the next (3, 6, 12 months) This will help them assess the need to plan more training classes, follow up on status, and respond to audits. © 2016 AAMVA AAMVA - PUBLIC ● Training Presentation
