LEGAL FRAMEWORK Regulation (EU) no. 139 / 2014 – Art. 3 ( Member States shall designate one or more entities as the Competent Authority(ies) within that Member State with the necessary powers and responsibilities for the certification and oversight of aerodromes, as well as personnel and organisations involved therein) Order of the Minister of Transport 1309 / 2014 – RCAA designated as Competent Authority Art. 4 – RCAA will review all the national certification related regulations in order to withdraw all provisions conflicting or overlapping those of Regulation (EU) no. 139 / 2014 (…) thank you for the opportunity to show you our work and the way we've participated to the whole implementation plan of the european regulation. when i say our work , i mean the excelent job made by the rulemaking people with our supervizion coleagues and last but not least the airport personal involved in the rulemaking plan incorporated in the general plan. so, the whole team had a lot of meetings and visits in order to better understand the industry neds and to be able to smoothly implement all the requirements of the new airport european regulation. consequently .... The main objective of my presentation is to provide you with a general overview of the rulemaking activities and their outcomes related to the implementation of Regulation (EU) no 139 / Consequently, in ADR domain important steps were made through the finalization of some rulemaking regulations (some of them are ongoing projects) enabling the understanding by the industry of the new demands and processes for the adequate application of the specific conversion mechanisms. As a result of the development of regulations there were disseminations of the rulemaking projects during work meetings between RCAA and aerodrome operators where DR personnel participated (examples: Timisoara Airport: December 2014 and RCAA headquarters – June 2015) .

Amended National Regulations in order to harmonize the national regulations with the European rules New National Regulations as a result of the application of the European regulations One very important aspect of the Romanian National Plan for Implementation of Regulation (EU) 139 / 2014 is related to the comparative assessment of the requirements of this Regulation with the national applicable regulations, which the RCAA has to make, through the Rulemaking Directorate. Following this assessment, we began the alignment process of the national regulatory framework with the new requirements of Regulation (EU) no. 139 / 2014. Consequently, we developed new regulations, as follows : 1.1. New national regulations regarding Regulation (EU ) 139 / 2014: - Procedures regarding civil aerodromes certification under the European regulation ( PIAC – AD- 139 – Part 1, 2, 3); Advisory Circular on the development of the Aerodrome Manual (CA: MA 139) 1.2. New national regulations which apply both at European as well as at national level: Procedures related to Surface Movement Guidance and Control Systems (PIAC-AD-SMGCS); Procedures related to the content and approval of aerodrome procedures in low visibility conditions (PIAC-AD-LVP) 2. We amended at the same time the existing regulations : 2.1. Regulations which apply both at European and national level. Regulation related to demands for designing instrumental flight procedures (RACR-CPPZI) Obstacles surveillance and control procedures (PIAC-AD-SCOBST) 2.2. Regulations which apply only at national level : Regulation / procedures regarding the certification of Civil Aerodromes (RACR- AD-AADC / PIAC-AD-AADC)

ADR Rulemaking Plan Procedures regarding Civil aerodromes certification under the European regulations (PIAC – AD – 139) Part 1: Aerodrome operator preparation for the convertion of certificates/European certification Part 2: Aerodrome certification / conversion Part 3: Aerodrome oversight The new procedures regarding civil aerodromes certification under the European regulations were developed following a thorough analysis of the requirements of Regulation (EU) 139 / They describe the processes highlighted in the Regulation and are approved by the Decision of the Director General of the RCAA. Part 1: Establishes the obligations, responsibilities and actions to be taken by the RCAA and the aerodrome operators during the preparation and initiation of the process of certification/ conversion of national certificates. Part 2: Describes the process for conversion/ actual certification starting from submission of the application of conversion/ certification and finalizes with the release of an European certificate. Part 3: Describes the necessary procedural framework within the surveillance process applied to aerodromes and includes: identification of documentation necessary for the RCAA to perform its functions; safety surveillance activities description.
