Spending The province experience challenges in spending the conditional grants In our third quarter report, we reported 14% and 35% spending for Community Library grant and Mass Participation Programme respectively At the end of the financial year the spending is at 51% and 90% for Community Library grant and Mass Participation Programme respectively, of the total budget The last transfer for Community library has not been received (R5.715m) Spending based on funds received is 68% Roll over for the total amount has been requested DSAC LIMPOPO

Community libraries achievements
Installed library security system in 11 libraries Purchased library furniture Provided IT network at 15 libraries Provided PC, Printers and barcode scanners Provided library materials to the value of R1m Design of the buildings and request from Fetakgomo and Thulamela Municipality DSAC LIMPOPO

Community libraries under spending
The initial plan was to transfer funds to municipalities The transfer did not materialise The major under-spending was as a result of the following activities that did not materialise Purchase library materials (R3.3m) (late deliveries) Maintenance of Libraries (R1.3m) Building of new libraries (R1.9m) (late submission of invoice) Late appointment of conditional grant staff (R1.9m) Training of community library staff R0.9m DSAC LIMPOPO

Sports equipments and apparels were purchased Training for the coordinators were provided in various sport code and other life skills Cluster festivals were held in all districts All community and school hubs developed are active DSAC LIMPOPO

Club development MPP 48 clubs were developed and verified in Capricorn and Sekhukhune and Waterberg District Participated in the National Club Development tournament during March in Richards bay Provided training to club managers and assessments for accreditation were also done Purchase of sports equipment for Waterberg Sekhukhune and Capricorn Districts Netball and Football and clubs DSAC LIMPOPO

Mass Participation Programme under spending and challenges
Non delivery by suppliers Order for sports equipments and apparels amounting to R2.2m cancelled in March Lack of relevant sports facilities. Sport facilities are not properly maintained. Lack of sport facilities in some schools. Supply of equipment of inferior quality and sometimes not in accordance with the specifications. Resignation of coordinators in the middle of the programme for greener pastures. Federations do not give adequate support.
