Overview The DoD Instruction provides policies and principles that govern the acquisition system. The Defense Acquisition Guidebook (DAG) provides the guidance for Program Managers (PM’s) and Program Support Managers (PSM’s) on how to develop and execute the Life Cycle Sustainment Plans (LCSP’s) The LCSP addresses: The acquisition life cycle and sustainment of Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PAD) utilized on supported DoD aircraft. The Joint CAD/PAD program enters the acquisition process already in the sustainment phase. The JPO and CAD/PAD are involved from concept to disposal, and works with the platform teams to assure CAD/PAD’s are qualified, cataloged, and logistically sustainable.

Overview cont’d. The requirement for the associated sustainment CAD/PAD items are then generated in the Requirements Determination Model (RDM) and subsequently contracted for purchase and delivery. Before the items are service released by Engineering Authority, the items on contract must be fully cataloged and documented in appropriate technical manual. CAD/PAD items are then procured, delivered, stored, installed, used and/or demilitarized (demil) during their life cycle.

This cataloging resource guide identifies the data elements, processes, documentation requirements, milestones, and approvals required to catalog CAD/PADs in the Naval Supply System. Requirements Determination Model (RDM) RDM is an automated tool that aligns future procurement, maintenance requirements and budgets with the Chief of Naval Operations (CNO’s) plan for operational Naval aircraft through the Program Objective Memorandum (POM). The model uses data from the U.S. Navy Aircraft Inventory Budget Exhibit A-II, along with technical, configuration, lot identification, installed asset, and custom logistics data from the USN/USMC VFS system and global inventory data from the Ordnance Information System (OIS) modeled to annualize Naval aircraft and equipment supply demands for in-service assets Acquisition and contracting The CAD/PAD Acquisition Branch is responsible for managing and providing production/ contract data utilized to project current and future inventories, and out-year requirements

Major sections cont’d. Sustainment Tools Virtual Fleet Support (VFS)
The Joint Program (JP) Team buys CAD/PADs using a just-in-time approach, delivering assets when required to support the minimum inventory necessary to meet the Services’ needs. Tools Virtual Fleet Support (VFS) VFS provides real-time operational source data for automating life cycle support functions including supply chain management, logistics support planning, requirements determination, in-service engineering, mishap and engineering investigations, and technical support required to assure product safety, reliability and availability. Major sections cont’d. Service Life Shelf Life Installed Life
Service Life is the specified period of time during which a CAD or PAD is allowed to be used. This period is affected by various environmental conditions that result in the necessity of assigning time limits designated as SHELF LIFE and INSTALLED LIFE. Shelf Life Shelf Life is the period, beginning from the date of manufacture that a CAD can remain in its environmentally sealed container and still be serviceable. The shelf life expiration date shall always be computed from the date of manufacture available from the lot number for the assembled device. Installed Life Installed Life is the period of time a CAD can be used after its environmentally-sealed container is opened. NOTE: the installed life expiration date shall never exceed the shelf life expiration date.

Major sections cont’d. Demilitarization (Demil) and Disposal
A written document that describes the item and identifies processes, procedures and equipment necessary to effect the safe and environmentally acceptable demilitarization or disposition, and disposal of the new or modified ammunition item is called a disposal plan. All disposition and final DEMIL decisions will consider the reutilization and specialized sale of excess material in the following priorities: (1) Other DoD requirements. (2) Other Federal agency requirements. (3) Authorized donation of material requirements. (4) Specifically authorized foreign and domestic sales. Required for all ammunition and explosives.

Summary The Joint CAD/PAD program is unique, in that the program enters the acquisition process already in the sustainment phase. Development and Qualification of the CAD/PAD for new systems is accomplished under the platforms direction and funding. The LCSP is designed for the CAD/PAD program to share that all aspects of lifecycle sustainment have been addressed from cradle to grave.
