Objectives The primary objective of this training is to provide a guideline for safe consistent operations on all structure fires incidents. Secondarily the goal is to introduce terminology that will standardize communication throughout the region. This training is not a change from the practices that we are currently familiar with. We are memorializing the tactics and strategies that have been successful. Refer to the Mission Statement and that we have purposed to be an innovative leader in the Fire Service and this training is a way to highlight the success’s we have had and memorialize them for the future and use them as a benchmark. This is a DRAFT document and meant for review and input

Communications Refresher A Duty Officer will assume command shortly after arrival. This will allow for an upgrade of Command to a Strategic IC. There is only 1 Incident Commander at a time. It is imperative that at the first opportunity we transition to an IC who can focus on accountability of all crews on and responding to the incident. Command should only be transferred once to remove confusion. Level 1 Staging “Dispatch E41 on scene Level 1” Use a command board, notebook pad or some method to track/ document the incident.BN “Right Size your Incident” Describe Level 1 do not pass Water Source/Hydrant or best access to scene

Incident size-up is the responsibility of the first arriving officer/firefighter: Who am I? What do I see? What am I doing? What do I need? Alpha Side Name Command Describe the problem, what is the biggest problem? What do I need to fix the problem? What am I doing to fix the problem? Type of construction? Water supply needs? Basement or not!!! BN

Sizeup Size of structure Small 200’ Preconnect can reach 100% of the structure. Medium 200’ Preconnect can reach 75% of the structure. Large 200’ Preconnect can reach 50% of the structure. Very Large 200’ Preconnect can reach 25% of the structure. Stories above ground visible from the front Type of Structure Residential Multi-unit Residential Apartment Duplex Commercial: Name can act as a descriptor and Command name Strip Mall Bi-Mart Command Use the Risk Management Plan to decide the strategy for the incident

Strategy Decision Offensive Is there savable life? (Known Rescue or VEIS) Fire location, extent, & effect on occupants? Defensive Survivability profile? Beds? (Commercial, Assembly, & Medical) Accountability*** Tactical Priorities Primary Search Rescue Profile of building: Multi Residential, Residential, Assembly, & Commercial? Fire Control: 1st due Engine Water on all visible fire? Staffing level? WAC 2nd due Engine Water Supply Backup (Protect Egress of Attack Crew) On Deck Provide 2 Out (RIC as needed) Vent, Enter, Search… does it fit here, do we train to VES protocols? BN

Summary: Scene Management Objectives Scene management objectives in order of priority are: Life safety Incident stabilization Conservation of property Protection of the environment Incident Risk Management Guidelines Significant risk may be incurred to save human life. A reasonable calculated risk may be incurred to save property at risk. Minimum risk should be taken if neither human life nor savable property are at stake.
