005672 - Design Support for Streets for People Pre-Tender Information 7 November 2016
2
Background Newcastle City Council are developing the Streets for People project, through the Cycle City Ambition Fund (CCAF) Programme. Streets for People is the name that was given to the ‘Community Cycling Areas’ element of the Phase 2 CCAF programme. The Council has a grant funding provision of £2.62m for the Streets for People initiative. The aim of the Streets for People project is to facilitate and support communities and neighbourhoods to identify and evidence investment opportunities to create more liveable streets to enable walking, cycling and other sustainable travel choices. The approach will focus on the ambition to reduce unnecessary through traffic, design improvements across blocks of streets, develop secondary routes to destinations with in the neighbourhoods and fix the smaller, one off issues. Connecting to and enhancing the impact of interventions made under CCAF1 (Strategic Cycle Routes and Retail Areas) would also be desirable. As part of the CCAF Phase 2, work was undertaken to identify areas that would be suitable for these types of interventions as having a high propensity for cycling trips. Given the wider scope of Streets for People, the exact areas have been refined in consultation with the three reference groups who steer the process locally. l

Background Broadly, we intend to focus on the inner city suburbs to the north, east and west of the city centre so the overall identity is Streets for People with individual strap lines belonging to each neighbourhood as follows: Ouseburn and Heaton; Arthurs Hill and Fenham, and Jesmond. To date, work has been undertaken on Stage 1 in that the Reference Groups for each area have been established and we have completed the needs assessments for each of the Phase 2 areas as part of our commissioning phase. Details and feedback are held on the websites below which you can view by clicking on the maps that are of interest to you: Ouseburn and Heaton: Arthur’s Hill and Fenham: Jesmond: We now have closed our commissioning phase and moved into the procurement phase. We are intending to procure a multi-disciplinary team comprising of specialists in urban design, highways, landscape, lighting and sustainability to provide design services to enable the delivery of Stage 3 of the Streets for People project in the 3 city areas outlined above. l
