2 Objective To have information to allow monitoring of SDG 8 from the point of view of persons with disabilities and to be able to provide guidance to policy makers on how to increase the employment of persons with disabilities, in line with article 27 of the CRPD.

3 Background A 2014 ILO survey on available information on the employment of persons with disabilities showed that an increasing number of countries are having information. However: Methods used are diverse, in particular when identifying persons with disabilities This has a significant impact on the numbers and also prevents comparability of information Asking the question if people have a disability that impacts the work they can do is not a helpful question Having disability as one of the response categories to the question why people are not working is also not a good approach

4 Using the WG short set of questions for disaggregation
Follow the WG short set of questions to determine disability disaggregation Six separate questions and not one question covering all domains. Will allow information by functioning domain. Four response categories and not just yes/no. This will allow further analysis of the information Not to have disability as one of the reasons for not working.

5 What we can get from the short set in a LFS
Comparative information on employment levels Comparative information on participation levels Intersection with other questions, in particular sex and age Information by functioning domain and level of difficulty Depending on other questions in the LFS, information on barriers, level of education Type of employment: public/private, own account Quality of employment: wages, hours of work

6 ILO/WG module for LFS It is being prepared as part of the UN PRPD global project on disability statistics Collaboration with Washington Group To be used alongside the short set of questions every 3-5 years Expert meeting in June 2015 First round of cognitive testing complete in March 2016

Some additional questions on upper body Question on the onset of the functional limitation for those with at least a lot of difficulty in one of the functioning domains Questions on disability-related barriers encountered by those inactive, unemployed and underemployed and with a lot of difficulty in one of the functioning domains Question to employed on accommodations (workplace modifications, schedule, task) Questions on attitudes of employers, family and coworkers asked to all Questions on disability benefits

9 ILO’s compilation re sources of labour force characteristics of people with disabilities
Data were identified for 118 countries with data on labour force status of people with disabilities Asia 39 Africa 33 Europe 44 America 20 Oceania 4 More than 140 data sources found (more than 80 data come from household surveys) Most of the surveys conducted over last 10 years Includes definitions, questionnaires, methodology used, and any other available supporting documentation Statistical reports/publications for more than 60 countries

12 Overall picture Difficult to get timely, reliable, comparable statistics on labour force characteristics of people with disabilities The quality and quantity of data available varies enormously across the world Disability is not systematically monitored (variable covered but not processed against labour force characteristics) Variety of sources (varying degree of limitations) Censuses Household surveys and specialized disability surveys Various types of administrative data Establishment surveys Different classifications, concepts, definitions and questionnaires Different indicators Reported employment-to-population ratios vary from less than 10% to more than 60%
