Preventing wasted research efforts + better utilisation of public funds
Increasing innovation in private and public sectors
They are developing their own policies, and building them into their contracts with funded researchers.
Two prominent examples: i) The Norwegian Research Council

«As open as possible, as closed as necessary.»
Open Access is the default setting for data generated in Horizon 2020.
The legal requirements are included in the Grant Agreement (but can be removed by optim out).
Projects must meet the followin requirements:
…must deposit research data…, preferably in a research data repository.
…must then take measure to enable thir parties to access, mine, exploit, reproduce and disseminate (free of charge for any user) this research data.

Use persistent, non-proprietary formats (e.g. tab separated unicode text in stead of MS Excel).
Use consistent naming conventions for files
