The New Agenda: Sustainable Development Goals (SDGs) 2016-2030 Jamaica’s involvement
Establishment of Inter-Ministerial Working Group National Consultations National Outcome Document Establishment of an Inter Ministerial Working Group (Composition of the Inter-Ministerial Working Group) – MDAs, civil society, NGOs, private sector Extensive national consultation that feed into the regional and global discussions National Outcome Document As part of the national consultation process, the Thematic Working group of Vision 2030 Jamaica were utilized - so that persons see the alignment with Vision 2030 Jamaica starting from the very beginning. The country’s position on the post-2015 development agenda reflects the goals, outcomes, strategies and priority actions of Vision 2030 Jamaica – National Development Plan, as well as the most recent assessment of Jamaica’s performance in relation to inter alia, the MDGs, ICPD PoA and SIDS Agenda. The National Outcome Document will be the negotiating framework for all national delegations to the upcoming preparatory meetings, special sessions and summits of the UN for the Post-2015 Development Agenda.

Jamaica’s Institutional Framework to inform the Sustainable Development Goals (SDGs)
Inter-Ministerial Working Group on the Post-2015 Development Agenda Inter-Ministerial Core Group PIOJ (Secretariat) MFAFT STATIN Vision 2030 Jamaica Thematic Working Groups An Inter-Divisional Working Group which operated as the Secretariat was established to provide coordination and technical support for all the aspects of the process. The Group comprised technical officers from PIOJ, MFAFT and STATIN A national Inter-Ministerial Working Group (IMWG) on the Post-2015 Development Agenda – co-chaired by the Planning Institute of Jamaica and the Ministry of Foreign Affairs and Foreign Trade – was established under specific mandate to formulate a National Outcome Document, and ensure incorporation of the country’s priority areas in the post-2015 development agenda. The Inter-Ministerial Working Group comprised representatives from all Ministries, Departments and Agencies As part of the consultation process on the goals and targets, the IMWG was expanded to include representatives from civil society, academia, private sector and international development partners. The IMWG was an appropriate mechanism to galvanize support and buy-in across all stakeholders for the SDGs The Thematic Working Groups of Vision 2030 Jamaica and existing sector committees were also utilized as key pillars in the governance structure to identify sector priorities for inclusion in the global agenda and to facilitate the integration and alignment with the national development plan.

Measuring Progress in Achieving the SDGs – Global Indicators
230 Global Indicators have been agreed upon to track progress in achieving the 17 SDGs and 169 targets – on March 11, 2016 at the 47th Session of the UN Statistical Commission (March 8-11, 2016) The indicators were chosen to address all goals and targets, but approx. half are not produced by an acceptable number of countries and/or lack sound methodologies The new agenda for Sustainable Development (Agenda 2030) will require a “solid framework of indicators and statistical data to monitor progress, inform policy and ensure accountability of all stakeholders”. This will provide the foundation for a robust follow-up and review mechanism for the SDGs. The UN established the Inter-Agency Expert Group on SDGs (IAEG-SDGs) which has been given the mandate to develop an indicator framework for the goals and targets of the SDGs at the global level, and to support its implementation. Jamaica – the Statistical Institute of Jamaica (STATIN) – is a member of the IAEG-SDGs as one of two representatives from the Caribbean region. This indicator framework was considered and agreed upon at the 47th Session of the UN Statistical Commission in March 2016. Through Jamaica’s representative on the UN Statistical Commission, the Statistical Institute of Jamaica (STATIN), the country has been involved in the global dialogue to determine the indicators that will be utilized to measure the SDGs Jamaica also represents the interests of CARICOM in the dialogue on the indicators for the SDGs

The indicators were developed through: The Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs) established in March 2015 to develop an indicator framework for the SDGs Jamaica (STATIN) and Cuba represent the Caribbean on the IAEG-SDGs There are also regional indicators on the SDGs The new agenda for Sustainable Development (Agenda 2030) will require a “solid framework of indicators and statistical data to monitor progress, inform policy and ensure accountability of all stakeholders”. The work to develop the indicator framework for the SDGs is far from complete – metadata, methodologies, how to report on existing data and produce new data, form part of the considerations going forward Jamaica is required to develop its National Statistics System (NSS) and build national data/statistical capacity Through Jamaica’s representative on the UN Statistical Commission, the Statistical Institute of Jamaica (STATIN), the country has been involved in the global dialogue to determine the indicators that will be utilized to measure the SDGs Jamaica also represents the interests of CARICOM in the dialogue on the indicators for the SDGs

Formats for annual progress reporting being developed The 2030 Agenda does not stipulate a frequency for national and subnational reviews Each country may consider up to two voluntary national reviews at the high-level political forum up to 2030 The 2030 Agenda cautions against overburdening countries with national reviews, especially those countries with limited capacities and resources A first option is, in any given year, to have a comprehensive review of all the Goals through the lens of the theme. As a second option, the forum could look not only at all 17 Goals through the lens of the theme for that year, but also carry out an in-depth Goal-by-Goal review of a few Sustainable Development Goals. The Forum for Latin America and Caribbean countries on Sustainable Development was established to feed reports from the national, regional and then global levels Jamaica is in the process of determining the mechanisms and arrangements for reporting at the national level

The SDGs are intended to end poverty, protect the planet, and ensure prosperity for all “ENSURING THAT NO ONE IS LEFT BEHIND” There are 5 Ps of focus in which the SDGs should facilitate development: People Planet Prosperity Peace Partnership

GLOBAL - High-Level Political Forum on Sustainable Development REGIONAL - Forum of the Countries of Latin America and the Caribbean on Sustainable Development National SDGs Core Group National 2030 Agenda SDGs Working Group Cabinet Parliament The political directorate will play a critical role to in the implementation of this new global development framework at the national level. Through these mechanisms the process of inclusiveness is fostered, particularly for the most vulnerable for which the 2030 Agenda calls to leave “no one behind”. In this regard, the governance structure for this critical stage of implementation and monitoring of the SDG process calls for accountability, responsibility and inclusiveness. NATIONAL
