Objectives Land-based sources of pollution (municipal solid waste and industrial waste) in coastal areas will be suppressed or mitigated. Development of comprehensive waste management schemes within municipalities located in the coastal river basins (excluding municipal waste water management).

Actions Studies (masterplans for waste management, integrated land and basin planning, business plans for combating pollution, technical feasibility studies, etc.) Investments (recycling, composting, recovery, disposal) Equipment provision Capacity building activities (to improve the inspection and enforcement skills of relevant actors in charge) Awareness raising actions (to reduce waste generation and learn to the population how to sort at source)

Two-phase approach Study, which will include any necessary background study to be undertaken (masterplans, business plans, etc.) Implementation, which will include partial or full implementation of the study’s recommendation

Target Municipal solid waste
Industrial waste (including waste water, slaughterhouse waste, non-hazardous waste like for instance olive oil waste, hazardous waste) Other waste (such as electronic waste, construction and demolition waste, bulky waste, expired goods and medicine, imported waste, used tires)

Budget Overall indicative amount 13 000 000.00
Minimum amount: EUR Maximum amount: EUR Maximum percentage: 80 % of the total eligible costs of the action The grant may cover the entire eligible costs of the action if this is deemed essential to carry it out. The absence of any justification may lead to the rejection of the application.

No-profit rule Grants may not have the purpose or effect of producing a profit within the framework of the action Profit is defined as a surplus of the receipts over the eligible costs approved by the contracting authority when the request for payment of the balance is made

Evaluation Grid Concept Note
A score of 5 (very good) will only be allocated if the proposal specifically addresses the development and/or enforcement of comprehensive waste management schemes 1. Relevance of the action 30 1.1. How relevant is the proposal to the objectives and priorities of the Call for Proposals?* 5x2** 1.2. How relevant to the particular needs and constraints of the target country(ies) or region(s) is the proposal (including synergy with other EU initiatives and avoidance of duplication)?* 1.3. How clearly defined and strategically chosen are those involved (final beneficiaries, target groups)? Have their needs been clearly defined and does the proposal address them appropriately? 5 1.4. Does the proposal contain specific added-value elements, such as environmental issues, promotion of gender equality and equal opportunities, needs of disabled people, rights of minorities and rights of indigenous peoples, or innovation and best practices [and the other additional elements indicated under 1.2. of these guidelines]? 2. Questions and Answers 1a) The application guidelines states that the location of the actions : " the action must take place in the following regions(s): coastal river basins of Lebanon" We kindly like to have a clarification on what is meant by this location: is it only the village(s) on the coast or does it also it include village all along the river till the coast. 1b) What is the definition of a “coastal river basin” for the purposes of this call? What type of requirements should the target area meet in order to qualify as a “coastal river basin” ? Would the Caza of X be eligible as a study area?

2) Can we use a rebate of 20% on the real cost budget as cofinancing?
3) Are there local, regional authorities in Lebanon that are prepared to put in 20% cofinancing to the rewarded candidate(s)? 4) Regarding the overall budget (13 mill) , how do the rewarded contractors have to coordinate the different lots (max 1.5 mill) between themselves or with local authorities?

5) What do you mean by “public administrations” in the last point of the ineligible costs (page 15 of the call for proposal)? 6) You have not included the Annex A Grant Application Form (word format) among the documents published in the page of the call for proposal.

7) The organization X falls under the category of Non-Profit Organization, but it is not clear for us if X can be considered as an NGO under the current call and hence be eligible as main applicant? What is the definition of an NGO adopted for this call?
