Final Thoughts on Beyond 2011 Consultation Piers Elias, Demography & Modelling Officer, TVU Manchester – 27th November, 2013

2 Challenges / Questions
What does a Statistic based over 5 years actually mean? What impact will lower response rates in a 4% survey have on quality of small area data? What happens to Confidence Intervals when you combine two or more figures? Can we manage without OA building blocks? LSOAs too crude - New Wards Can we wait until 2025 before we get any new LSOA data? Rolling survey – new questions take 6 years to come out for LSOAs. Can we manage without OA characteristic data? Parishes, Villages. How will Communal Establishments, Prisons, Armed Forces be sampled? How will Population Estimate methodology change under the Admin option? What will be the quality of estimated annual LA migration changes? Will information on Short Term Migrants still be available? Will alternative population definitions be possible – daytime, workplace, peak.

3 Alternative Options / Ideas
Make sure legislation allows us to use the Address database and other (non-disclosive) characteristics Use 2021 Census as Base for future Survey(s) Create and maintain an on-line Census record, updatable on key events plus compulsory update every 5 (?) years. Extend the “Tell us once” portal Add information to existing Admin Sources (Northern Ireland adding to Electoral Register) QR code at birth on entry/exit to/from UK
