1 Follow-up to the UN High-Level Summit for Refugees and Migrants (New York, Sept 2016)
In New York in September 2016, the UN General Assembly held its first High-Level Summit on Addressing Large Movements of Refugees and Migrants The New York Declaration for refugees and migrants (NYD) adopted by the General Assembly contains commitments to improve migration governance and refugee responses and called for the creation of two Global Compacts. Global Compact for Refugees Global Compact for Safe, Orderly and Regular Migration These compacts will have to be developed during the course of the next 18 months through state-led consultations and negotiations.

2 Towards a global a compact on migration
GC would set out a range of principles, actionable commitments, means of implementation and a framework for follow-up and review of implementation. Switzerland and Mexico appointed as co-facilitators to lead the inter-governmental consultations & negotiations.

Para. 8(c): need to address drivers of migration Para. 8(e): facilitation of safe, orderly and regular migration through implementation of planned and well managed migration policies Para. 8(f): scope for greater international cooperation, with a view to improving migration governance Para. 8(i): effective protection of human rights of migrants, regardless of migratory status, and specific needs of migrants in vulnerable situations Para. 8(k): combating trafficking in persons and contemporary forms of slavery Para. 8(o): promotion, as appropriate, of the inclusion of migrants in host societies, access to basic services and gender-responsive services; Para. 8(q): protection of labour rights and a safe environment for migrant workers and those in precarious employment, protection of women migrant workers in all sectors and promotion of labour mobility Para. 8(v): disaggregated data on international migration Para. 8(w): recognition of qualifications, educations and skills and portability of earned benefits Article 8(x): cooperation at the national, regional and international levels

Contributions of migrants and diasporas to all dimensions of sustainable development, including remittances and portability of earned benefits (24-25 July 2017); World Bank + UNDESA Addressing drivers of migration, including adverse effects of climate change, natural disasters and human-made crises, through protection and assistance, sustainable development, poverty eradication, conflict prevention and resolution (22-23 May 2017); At the United Nations Office at Vienna: Smuggling of migrants, trafficking in persons and contemporary forms of slavery, including appropriate identification, protection and assistance to migrants and trafficking victims (4-5 September 2017);

Inclusion social security in BLAs Promotion social dialogue – participation workers and employers Position paper for global compact with clear messages and convincing arguments and actionable commitments Support to regional consultations /thematic consultations TC projects But also Promote ratification and application of ILS Conclusion and implementation of bilateral/multilateral ss agreements Promote/support unilateral measures (incl equality of treatment in national law, basic level of protection through voluntary coverage) Promote SPF (fill gap when lack of coordination, for returning migrants, for families left behind…etc.)
