Levels of Analysis Which factors most influence foreign policy… Individual Behavior National Attributes Systemic Conditions Individual (human) Factors: ▪ individuals in power or with influential roles: personality, beliefs of leaders and challengers ▪ human nature: an individual’s traits, tendencies, weaknesses, strengths of greed/altruism, inclusive/exclusive, jealousy/compassion, stupidity/wisdom, etc. National (domestic) Factors: ▪ political system: level of corruption or oppression, election cycles, party system ▪ social-cultural system: free press or state controlled media, level of social unrest, ethnic or class conflict, militant political culture ▪ economic system: level unemployment, debt ▪ geographic location, natural resources (resource security) Systemic (international) Factors: ▪ basic condition: “anarchy” with no supreme authority to enforce laws, no ability (or willingness) to completely protect each other ▪ “balance of power” conditions that vary: - superpower (hegemony) or power vacuum - strong or weak alliances and treaties - weapons technology 9
