Defense acquisition also includes not only project management but contract management as well, in most cases. Although the focus and key players of each process are specific to its purpose, the systems have parallels, as this table shows. Each process is governed by a set of unique policies (rules), conducts reviews, and makes decisions (output) that serve to frame how DOD will acquire capabilities that enable warfighters to meet national security objectives The key players at OSD are the Under Secretary of Defense (AT&L), the Under Secretary of Defense (Comptroller) and Director, Cost Assessment and Program Evaluation (DCAPE). Later in RQM 403 we’ll cover the PPBE process in greater depth. Chapter 1 of the Defense Acquisition Guidebook provides a summary of the three major decision support systems. The DAG has 14 Chapters and is a great resource especially if you are looking for info on a specific topic related to acquisition—you can do keyword searches quite easily.
