3 We are AFGE The American Federation of Government Employees (AFGE) is the largest and most influential federal and D.C. employees union in the United States. We’re growing stronger every day. Our total membership is now more than 320,000 strong. No other union represents close to that number of government employees. AFGE is in the middle of every battle involving the well-being of federal and D.C. employees and their families. We lobby the White House, work in agencies, litigate in court and lobby in the halls of Congress. AFGE is all about producing results that positively affect our members' lives. Statistic slide

4 Council 169 Local 2004 WHO WE ARE: Distribution workers, food inspectors, nurses, correctional officers, lawyers, police officers, census workers, scientists, doctors, park rangers, border patrol agents, transportation security officers, mechanics, computer programmers, and more. ORGANIZATIONAL STRUCTURE: AFGE is headquartered in Washington DC, with 12 regional district offices (pictured above) directed by their own national vice president. There are also dozens of agency-based councils. Collectively they administer support services to AFGE’ s nearly 1,100 locals. HIGHEST MEMBERSHIP CONCENTRATION: Department of Veterans Affairs, Social Security Administration, Department of Defense, Department of Justice.

18 FAQ Q) Are there any time commitments? A minimum one year commitment is required. Q) Am I required to do anything as a member? Participation is optional. Many members join for discounts, representation, or to support the union and it’s mission to represent our interests nationally and locally. Others join and become active through committees or stewardship. We do ask that you participate by using the Congressional Switchboard Phone Line to oppose anti union legislation. Q) Do probationary employees have the same rights as Career Condition Employee? Until the probationary period is completed, certain rights are not granted under law. ( EX:, FMLA, Fitness, Appeal rights). Most contractual rights are covered. (EX: Leave, EAP, Safety & Health, Performance Eval, R/A, Loans, Details, Etc. ) Q) Can I join at any time? Yes. The benefits of joining today are, discounts, representation, and rebate. Q) Doesn’t the union have to represent me even if I don’t join? The union is the exclusive representative of the bargaining unit. The union determines to what degree it will represent you.

19 Q) I’m a good employee. Why would I ever need the union?
Many problems besides discipline are solved at the lowest level with the help of a steward. When unsuccessful then the Grievance system is used. Last year there were 133 Alternative Dispute Resolutions and 71 Formal Grievances and several ULPs against management. Only 60 ADRs concerned disciplinary actions. If we can’t strike what power does the union have? Many. The union can bring forth violations concerning the contract, policies and laws for adjudication. Through representation they can protect your legal and Collective Bargaining Agreement rights in alternative dispute resolutions, grievances, arbitrations, MSPB Federal Court and FLRA Federal Courts. The Union can bargain over impact and implementation of policies to protect your interests, ensure fairness, and ensure management policies do not infringe upon your rights. The union can negotiate and protect seniority in organizational programs. Through Pre-Decision Involvement the Union has a voice in organizational changes. The union can use their local and national political influence to preserve jobs

20 When should I contact a steward?
Anytime you are requested to meet for an investigatory interview. Anytime you believe the interview or meeting might lead to disciplinary action. Anytime you have a concern about conditions of employment. Anytime you have a problem or situation you desire to discuss with a representative. Q) When can I contact steward? During your tour of duty with supervisory approval, off duty hours or at anytime you believe the investigation or meeting will lead to disciplinary action? Q) Can I belong to another union? AFGE local 2004 is the sole representative for DLA Distribution Susquehanna in New Cumberland. In Mechanicsburg AFGE 1156 represents General Schedule employees (GS) and the LIU represents Wage Grade Employees (WG)
