1 Critical Infrastructure in Varna
Transport – public/private. Presently being bought back by the Municipality in order to implement general reorganization of integrated transport services (and benefit from EC financing). Energy supply services – all private. Water Supply and Sanitation services – all public, 51% belonging to the Ministry of Regional Development, 49% to the respective municipalities.

2 Critical Infrastructure in Varna
Roads, bridges, etc. are locally owned by the Municipality. The Port is State-owned. Almost all other culturally and socially significant buildings are privately owned.  * * * Fragmentation, consequently in databases, monitoring systems, control and enforcement procedures.

3 Target Groups Municipality of Varna – Directorates ‘Defensive Planning and Information security’, ‘Security and Protection of Public Order’ – strategic planning, policy making and management of the risk maps. Local and regional law enforcement: police, gendarmerie, security contractors – implementing “risk maps”, sharing information and contributing constantly to their continuous elaboration. CI stakeholders, public or private – infrastructure managing agencies; Municipal, National or private event organizers; ‘crisis scenario’ teams; inter-institutional task forces.

4 Beneficiaries The Ministry of Internal Affairs, maintaining and coordinating public security forces; observing laws and procedures to prevent and combat Terrorism. Its Law Enforcement structures are to enforce most procedures to prevent and repress “risks scenarios” about Terrorism threats.

5 Beneficiaries Public Security Forces at all levels –
Regional Police Directorate, Specialized Terrorism Combat Forces, National Services for Combat against Organized Crime

6 Beneficiaries The ‘Capital of Culture 2019’ initiative committee and all organizing bodies. Civil Society, all inhabitants and guests of the City – if and when under threat benefitting from the policies and forces in place to combat such risks.
