Local authorities and planning permission
Local planning authorities may obtain planning permission on their land If permission is for development by that authority (with or without a partner), it does not run with the land in two tier authorities White Paper proposes change Value, but LPAs can already obtain a planning permission which is not for their own development and transfer land with that consent

Issue whether a local authority can enter into a planning obligation as landowner which is enforceable by itself as local planning authority Doubts whether this can be done Less transparent work-arounds in sale contracts Solution: amend s106 giving specific power to enter into such obligations
