BRIEF
CBRE Planning were instructed by University Partnerships Programme, working in partnership with the University of London, to advise on UPP’s first student housing redevelopment scheme in Central London. The University of London’s brief was to increase the quality, mix and number of student bed-spaces and ancillary facilities to meet the expectation of a world-leading University at their existing Garden Halls site, which faces complex heritage and political issues in respect to student numbers and management.
CHALLENGE
Key to the planning process was been negotiating with the London Borough of Camden a scheme that balances the client’s brief to increase capacity at the site, with the Council’s concern on the potential overconcentration of student in the area and the need for a sensitive architectural design response.
SOLUTION
The pre-application process was carefully managed to overcome these challenges. CBRE undertook extensive research into the existing supply of purpose built student housing across Central London and within specific Camden political wards, analysed demand for such accommodation by the University’s students and compared private and institutional providers to demonstrate the benefits of institutionally managed accommodation. Through a series of workshops and consultations, the design has evolved so that the architectural response received a positive response from English Heritage. The Planning Permission and Conservation Area consent applications received a unanimous resolution to grant from Camden’s Development Control Committee. CBRE Planning remain involved in assisting, both the original clients and the Contractor, with the discharge of a number of complex planning conditions and Section 106 obligations.
