Staff on site 24/7 providing a good neighbour service Older people moving to access good quality accommodation, security & support European working time directive staff on site Monday – Friday, 9.00 a.m. – 5.00 p.m. community alarm for out of hours Supporting People – separating rent from support, gave LA’s grant funding & commissioning role

3 Commissioning and funding
Reductions and withdrawal of funding for services in specialist housing Greater use of technology such as telecare & community alarms Tightening up eligibility for care to critical & substantial Market Position Statements – encouraging 3rd sector to provide an offer to support independence and prevent future need Commissioning different service models with a focus on outcomes – reablement, hospital discharge, specialist dementia care Shifting commissioning of care and support to providers

4 Options for registered providers
Housing provider only – basic housing management 2. Intensive housing management service 3. More proactive approach to supporting independence for tenants – direct services; information/ signposting; or both 4. Wider community ‘market’ offer to older people across all tenures

5 Service models Shift away from reliance on ‘grant/contract’ funding for support Transparent costs – no such thing as a free service Intensive housing management and community alarm as the core Self funding models to provide levels of support & care Tenants using LA direct payments or benefits such as Attendance Allowance to buy care & support

6 Examples MHA: shifting from sheltered to self funded extra care
Model developed in consultation with MHA tenants not LA commissioners Your Homes Newcastle registered the community alarm service as a domiciliary care provider Commissioned by adult social care to provide mobile response & personal care out of hours & in emergencies in extra care schemes Working in partnership with day ‘shift’ care provider

7 Eden Independent Living Service
Prevention: a range of services to support older people (and others) at home Partnership model: with Eden Country Care and other providers for delivery One-stop shop/hub approach: Independent Living Advisor role; use of sheltered housing as hubs Come back anytime: one off or ongoing services

8 Service model Tiered community alarm service
Independent Living Advisors offer – My Life Independent Living check; Resource Pack; book services; and refer on Additional range of ‘pay as you go’ services Property - handyperson Practical – cleaning, shopping, meals Social Care – personal care services Befriending/visits/trips Telecare

9 The EIL future / risks Product – are the services right what should be included in future development? Price – Is the pricing right and what about costs of administration Place – geographical challenges of working in a rural area Promotion – service has been very well received by other agencies but how much direct marketing is needed?

10 Coast & Country - Homecall
HomeCall – single tier service £4.20 a week 4000 customers; 25% self payers Other Homecall customers: e.g. carers; repairs; police No links from HomeCall on the C & C website to other services – e.g. handyperson; gardening; benefits advice; white goods offer Longstanding contract with Redcar & Cleveland Council

Video clip about the service Tiered community alarm offer monitoring only, response service & telecare Clear pricing structure Partnership with local care provider to offer personal care & practical support Changed the language, less jargon, marketing to self funders

12 The market LA Commissioners – R & C & Newcastle continuing to commission community alarm & telecare People who want a service & their relatives – pay as you go very popular way of testing quality & reliability Potential for new commissioned services e.g. overnight service Older people only or wider market of anyone who might need or want a service
