2. Background
In recent years more and more European Vehicle Registration Authorities (RAs) base their vehicle registration on the CoCs.
As a result Vehicle Registration Data are exact, and reflect the initial situation of the vehicle concerned, where data derived from the Type Approval Data are sometimes values from a range.
Conditional: electronic delivery of CoCs allowing for automated processing, fast and cost effective for citizens, industry and authorities.

3. Approach EReg/TAAM – eCoC and IVI message
An inventory was made of all information needed by the different MS to fulfill their national legal tasks and procedures;
Electronic delivery of CoCs by manufacturers or importers was/is promoted, enabling automated processing at vehicle registration;
A standardised XML message was defined (IVI – Initial Vehicle Information) with a container for the eCoC, a container for additional technical data and a container for specific national data; one CoC for all vehicle categories based on this dataset; as much as possible coded information, to avoid language problems;

4. Approach EReg/TAAM – distribution model
A model for the information flow was developed:
Cooperation of the Industry (ACEA/ACEM) resulted in delivery of the eCoC over internet to one address (free choice); high availability guaranteed; no delay
CoCs are stored in a database at the TAA that issued the underlying TA
The TAA checks the validity and correctness of the CoC by comparing it with the Type Approval and communicates with the manufacturer about any problems or erroneous CoCs
Distribution of the eCoC information is realised in an effective and efficient way, via EUCARIS. The eCoCs are forwarded to or are retrieved by the RA of the country of destination of the vehicle.

6. Status in some countries
Actively participating in the EReg/TAAM initiative: Belgium, Estonia, Finland, France, Germany, Latvia, Lithuania, Luxembourg, Netherlands, Poland, Slovakia, Sweden;
Interested but still using a slightly different electronic message: Ireland, Italy, Norway, Spain;
Reading members: Austria, Bulgaria, Denmark, Great Britain, Hungary, Iceland, Slovenia, Switzerland

8. Software version numbers; delivery
Initial:
Software version numbers of the vehicle ECUs can already be added in the eCoC message, in a specific container for additional technical data.
Upgrades by the manufacturer (after an OTA software upgrade):
Option 1: delivery per VIN by the Vehicle Manufacturer to the TAA in a specific message containing only software version numbers and country of registration vehicle; information forwarded via EUCARIS; storage at the TAA and RAs
Option 2: delivery per VIN by the Vehicle Manufacturer to the TAA; info retrieved by the RAs from the database at the TAA, on VIN
Upgrades by dealers and other certified parties:
Option 1: directly via Web-application in the database at the TAA and RAs
Option 2: certified parties inform Vehicle Manufacturer about upgrade; manufacturer informs TAA and RAs
