2 Association “Education for all in Kazakhstan/UNEVOC Centre”
Status – NGO Since National Observatory of Kazakhstan on TVET; In 2002 registered officially as Association Since UNEVOC Centre Number of permanent full time staff – 4 people.

3 Roles and responsibilities
Contribute to modernising education and training in Kazakhstan by providing objective, focused quality information and expert services in the field of education and labour market, related to EFA, LLL, TVET through research and training.

4 Links National Agency for statistics.
Ministries of education and science, Labour and social protection. Leading research institutions and centres. International and national NGOs, educational and training institutions.

5 Links Experts involved in designing and commenting important national documents related to the policy and practice of vocational education and training, LM in Kazakhstan. Links with GOs and NGOs, social partners, educational institutions, international organizations (UNDP, UNESCO, ETF, EU Delegation in Kazakhstan, ADB)

6 Activities Focus on addressing problems in the field of education and in the social sphere. The position at the cross of the two important areas helps to integrate interests of both sectors. The Association experts are invited by UNDP, UNESCO, ETF, EU Delegation in Kazakhstan and other international organisations to implement research and analytical projects in Kazakhstan, CA countries

7 Activities Study the national and international experience, prepare reports, comparative reviews, publications, Disseminate the results through a variety of training activities. Organize national, sub-regional and international events - conferences, workshops and policy seminars.

8 Selected activities implemented
Are aimed at raising awareness, advocacy and implementing projects in the area of TVET, EFA and Lifelong learning; Research and studies on: Review of TVET system in Kazakhstan (1997, 2000, 2003); Financing and managing VET systems (1999); Labour Market analysis in a number of economic sectors (1997 – 2001); Promoting entrepreneurship in education and training (2001); Quality management in TVET: approaches to the methodology of self-assessment” (2002); Training for enterprise development aiming at raising awareness among employers and employers’ organizations to promote human resource development (2003); Developing a competence based TVET standard in line with labour market needs based on the European practice (2005); Developing a model of social partnership in TVET at the institutional and regional level (2002);

9 Selected activities Establishment and monitoring of Community Learning Centres ( ); Experience of human resource development in France: examples for Kazakhstan (2003); Situational analysis of education and training strategies to enhance local development in Kazakhstan (2003); National Action Plan on Education for All in Kazakhstan (2004); Research “Human Development Report in Kazakhstan: Education for All: the Key Goal for a New Millennium” (2004); Developing core and entrepreneurial skills in TVET to enhance employability of graduates (2006); National Report “Education for All. Mid-decade assessment: Reaching the Unreached” (2008); Flexicurity on the labour market (2010); School development and capacity building for LLL in Central Asia. Strategic planning for TVET development (2011).

10 Reconsidering the role of UNEVOC Centre
Discussions with national authorities and TVET institutions to enhance the reach. Further activities along with studies and analytical reports, toolkits and dissemination of information concentrate also on enhancing activities on the community level.

11 TVET for disadvantaged people
A pilot initiative implemented by polytechnic college “Progress” with the support of “Philippe Morris International” company. The amount of grant is 6 608 241 tenge (45 000 USD). Objective: facilitating social and professional rehabilitation of representatives of socially vulnerable groups (disabled people).
