New build and extensions ‘Material change of use’ Controlled services and fittings Self certification – windows, electrics, renewable technology etc.. Recent Dover Example – unauthorised works - 4 storey private dwelling to small hotel – listed building, environmental health (commercial kitchen), planning, conservation consent (external appearance changes), Kent fire brigade (inadequate means of escape) – powers for stop notice as operating as hotel.

Apply by Full plans application Traditional with full technical details Building Notice Minimum technical details fast track Full plans – check submitted plans and details within 3 weeks – full plans application required for commercial buildings – consult with fire brigade Building notice – simple form filling exercise – can start 2 days after submission – more risk – should be used for simple works
